Has completed fire inspection training and may require the Certified Fire Inspector I (CFI) credential and applicable State License. Typically reports to a manager or head of a unit/department. The Fire Inspector is capable of working on complex problems and exceptions without direct supervision. Has a wide and comprehensive understanding of both general and specific aspects of the job.     The City of Oxnard's Fire Department is seeking a Fire Inspector with strong technical and customer service skills to perform plan review, conduct safety testing and inspections for various facilities and systems, and provide information and education to the public. The ideal candidate will deliver customer-oriented services utilizing excellent communication and technical skills.

    NOTE: This position is classified as a non-safety position.   

     WHAT YOU’LL DO:

    • Inspects business, industrial, public, and residential buildings, structures, processes, and premises to ensure compliance with codes, regulations and nationally recognized standards as they pertain to fire and life safety
    • Assessing the hazard of fire and explosion arising from the storage, handling or use of structures, materials or devices, conditions hazardous to life, property or public welfare in the use or occupancy of buildings, structures or premises, fire hazards in the buildings, structures or on premises from use of, occupancy of, or operation, matters related to the construction, extension, repair, alteration or removal of fire suppression or alarm systems, and conditions affecting the safety of firefighters and emergency responders during emergency operations.
    • Checks alarm systems, sprinkler systems, and other fire protection equipment; reviews plans for new construction and/or special fire protection systems
    • Verifies fire flows for a site, given fire flow test results
    • Inspects exit procedures and related fire and life safety factors in schools, hospitals, churches, theaters and places of public assembly; performs dance and entertainment facilities inspections
    • Enforces laws relating to fire prevention, fire suppression, codes, and regulations and issues citations when necessary
    • Conducts Temporary Use Permit inspections including, festivals, tents, fireworks, special effects, and filming of motion pictures
    • Maintains records and prepares reports.
    • Demonstrates a full understanding of applicable policies, procedures, work methods and safety requirements associated with assigned duties.
    • Supports suppression company operations and performing inspections.
    • Responds to questions and concerns from the general public, and provides information as is appropriate and resolves complaints; conducts programs for increasing interest in fire prevention and safety
    • Speaks before community groups and schools
    • Works with other City departments, the State Fire Marshal's Office and other public and private agencies. 

    Payroll/Classification Title:  Code Compliance Inspector

    CLASSIFICATION SUMMARY:
    This class is the second level in an eight-level Inspections Series devoted to providing inspection of new construction, land and site development, existing buildings and property, infrastructure, capital improvement projects and electrical, plumbing, HVAC and related building systems as well as enforcement of property and licensing codes and regulations. Incumbents provide technical and investigatory work in the enforcement of municipal, state and federal codes including responding to complaints, conducting site visits and conducting abatements. As assigned work may include responding to complaints, driving to investigate potential violations; conducting site visits; gathering, compiling and maintaining evidence through written, photographic and electronic records; and performing data entry.

    DISTINGUISHING CHARACTERISTICS:  
    This classification is distinguished from the Permit Technician in that in performs investigations and technical work related to the enforcement of and compliance with municipal, state and federal codes. 

    SUPERVISION EXERCISED / SUPERVISION RECEIVED: 
    General supervision is provided by the Battalion Chief serving as Fire Marshal (fire code official) or the Captain serving as Deputy Fire Marshal (deputy fire code official). May exercise direct supervision over Firefighters and Fire Engineers involved in inspections. 

    WORK SCHEDULE: The normal work week is Monday-Thursday, 8:00am - 6:00pm, and alternating Fridays, 8:00am - 5:00pm. This position will be required to be available to work on weekend days and/or additional hours as needed to respond to workload needs. This position is eligible for overtime pay.

    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

    • Performs inspections and investigations to determine compliance with and provide enforcement of applicable codes and regulations; responds to complaints and concerns and conducts site visits; determines existence of violations, addresses issues and required remedies.
    • Reviews and interprets plans, technical drawings, zoning regulations and/or codes to determine specific violations; provides technical advice and information related to maintaining compliance. 
    • Prepares and serves notices of violations, abatement orders, citations and/or stop work orders; gathers, enters data, logs and maintains detailed activity records; presents evidence.
    • Works with other departments, staff members and external agencies to identify and remedy issues and violations; provides training and orientation to entry level staff related to the assignment area.
    • Attends neighborhood and community meetings and provides the public with information related to code interpretation, processes/procedures, remediation actions, and/or violation trends.
    • Conducts property abatements to remedy nuisance and life/safety violations, as required.
    • Performs other duties of a similar nature and level as assigned.

    Positions assigned to fire inspection may be responsible for:

    • Performs a variety of complex and technical fire inspection duties in the enforcement of fire codes, ordinances, regulations and standards;

    • Investigating fires;

    • Enforcing regulations for hazardous materials and underground storage tanks;

    • Conducting prevention and safety programs for the public.


    EDUCATION:

    • High School Diploma or GED

    • 15 college units of fire science coursework (transcripts must be attached)

    EXPERIENCE: 

    • Possess three years of experience in the areas of fire inspection, code enforcement, plan review, and public education/relations within an organized Fire Prevention or Code Enforcement Division

    LICENSING/CERTIFICATIONS: 

    • Possession of, or ability to obtain, a valid Class C California Drivers License
    • Possession of, or ability to obtain, California State Fire Inspector l and California Plans Examiner Certifications within 1 year of appointment
    • The ability to obtain California State Fire Inspector II certification within 18 months of appointment

    DESIRABLE QUALIFICATIONS:

    • Possession of an Associate's Degree or greater in a related field

    • Completion of the following California State Fire Service Training and Educational Systems program classes: Fire Prevention 1A, 1B, 1C, 1D; Plans Examiner 1A, 1B, 1C; Fire Prevention 2A, 2B, 2C, 2D: Fire Marshal 1A, 1B, 1C, 1D, 1E

    • OFSM, NFPA, or ICC Fire Inspector Certifications

    • Completion of Peace Officer Standards and Training PC 832 Course

    • Code Enforcement Officer Certification

    OTHER REQUIREMENTS:

    • Must be able to speak and understand English to effectively communicate with fellow employees, customers, and vendors
