    PLACENTIA FIRE & LIFE SAFETY - COMMUNITY RISK REDUCTION DIVISION

    THE POSITION: Under general supervision and direction of the Fire Marshal, perform technical fire prevention inspection and enforcement tasks to ensure compliance with applicable state, county, and agency fire and building codes, ordinances, and standards. This position will provide community outreach activities and develop educational programs to raise awareness and promote fire safety practices; and performs related duties as required.

    The following functions are typical for this classification. Incumbents may not perform all of the listed functions and/or may be required to perform additional or different functions from those set forth below to address business needs and changing business practices. 

    • Conduct fire safety inspections on new and existing occupancies, fire protection equipment, building plans, new construction development projects, state-mandated occupancies, hazardous occupancies, and other facilities and equipment for compliance with applicable codes and standards and make recommendations for improved fire protection. 
    • Review, understand, and interpret plan specifications to ensure the adequacy of fire protection systems, appliances, exits, and all specific requirements. 
    • Issue permits for hazardous operations, dangerous chemicals, and inflammable materials. 
    • Meet with contractors, developers, building officials, and other outside organizations to advise on state fire code and local ordinance requirements.
    • Work closely with Fire, Building, and other departments and agencies in coordinating plan and building review and fire protective services.
    • Interpret fire codes for the public and make recommendations for the alteration of inadequate fire prevention systems.
    • Respond to and investigate citizen complaints regarding violations of fire codes and issue warnings and citations as required; prepare detailed inspection records and maintain up-to-date records of inspections. 
    • Prepare and maintain a variety of inspection records, reports, and correspondence, and compile statistical data; interpret fire codes, building codes, state laws, and local ordinances. 
    • Assist suppression personnel with fire inspections and the interpretation and enforcement of complex fire codes. 
    • Develop and conduct public education programs and training relative to fire protection; participate in community outreach programs and special events; attend special meetings and participate in professional group associations. 
    • Review statistics and fire causes in relation to existing provisions of the Fire Code and recommend modification when required. 
    • Stay abreast of new trends and innovations in the field of fire science and hazardous materials management and local and statewide code changes.
    • Perform other related duties as assigned.
    EXPERIENCE & EDUCATION:
    A combination of experience and education that would likely provide the required knowledge and abilities may be qualifying.  A typical way to obtain the knowledge and abilities would be: 
    • EDUCATION: High school diploma or G.E.D. equivalent AND college-level coursework in fire science, fire technology, building construction, or a related field is required.
    • EXPERIENCE: Three (3) years of full-time experience conducting fire safety inspections and fire public education experience, or equivalent,  is required. 
      • Experience performing related building construction inspections and/or conducting plan check examinations may be qualifying.  
      • Experience working for a fire protection district or governmental agency is highly desirable.  

    LICENSE & CERTIFICATIONS
    • Possession of a valid Class 'C' Driver's License and a satisfactory driving record during the course of employment is required.
    • Ability to obtain 'POST P.C. 832 Arrest and Firearms' certification within one (1) year of employment. 
    • Ability to obtain 'Fire Inspector 1' and 'Fire Inspector 2 (A-D)' certifications from the California State Fire Marshal's Office, International Code Council, or equivalent as defined by the Fire Marshal within one (1) year of employment.

    KNOWLEDGE OF
    Laws, codes, and regulations governing fire protection and detection systems and equipment; Fire protection/detection and fire alarm system design and implementation; safety standards and methods of building construction; development and participation in public information and education programs.

    ABILITY TO
    Learn, interpret, explain, and enforce appropriate fire and city codes and ordinances; perform plan review for fire and life safety projects; provide excellent customer service to the public; communicate effectively, orally, in writing, and electronically; read and interpret plans and specifications relating to fire protection and detection systems; analyze, compile, and evaluate data; organize work, including daily tasks, and handle multiple projects; operate a computer and related software programs and electronic/communication devices throughout the course of employment; establish and maintain positive effective relationships with co-workers, city employees, and members of the community.

    PHYSICAL DEMANDS
    Perform duties in both an office and field environment requiring frequent use of a keyboard, prolonged sitting, standing/and or walking for long periods of time; kneeling, crouching, squatting, stooping, pushing/pulling, bending, and walking on uneven surfaces that may be slippery; inputting data into a computer terminal; exposure to computer glare, vibrations, and pitch; lifting, carrying, and moving objects up to 50 pounds in weight; and have mobility, vision, hearing, and dexterity levels appropriate to the duties to be performed; may work outdoors with exposure to all types of weather and occasional exposure to temperature fluctuations, dust, pollen, grass, dirt, chemicals, solvents, paint, grease/oil, fumes, electrical and mechanical hazards, vehicular traffic, vibration and noise (i.e. fire alarms, sirens, power tools) and elements (i.e. smoke, vapors, dust, soot, gases, and toxins); and drive a City vehicle on City business.
