    Summary/Objective

     The Project exists to eliminate the disparities in health experienced by LGBTQ persons, people of color, people living with or at risk of contracting HIV (Human Immunodeficiency Virus), or HCV (Hepatitis C) through education and the provision of services that promote health and wellness.  


    The Outreach Specialist is responsible for the provision of public health services within a community setting. The Outreach Specialist will be a member of the Prevention and Outreach Department, with the purpose of providing healthcare services to individuals with increased risk living in the Quad Cities community, including HIV and HCV testing, sexual health, and harm reduction education. The position will work across care teams to provide all clients with linkage to care services.  


    Essential Functions

    Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. 

    • Conduct HIV, STI, HCV, and other related disease testing and counseling services in community outreach settings such as shelters, methadone clinics, harm reduction facilities, street outreach, behavioral health centers, substance use centers, and other outreach locations where high-risk target populations congregate. 
    • Develop relevant STI, and harm reduction curriculum that is engaging, interactive, and addresses the needs and realities of the populations at highest risk.  
    • Facilitate community-based events and educational presentations on sexual health and risk reduction in a way that is culturally competent and reduces the stigma associated with sexually transmitted infections. 
    • Provide harm reduction services, including access to safer use supplies and syringe service programs. 
    • Collaborate closely with the Harm Reduction Coordinator to advocate for programs and policies that lessen the adverse consequences of substance use and protect public health.  
    • Perform routine HIV, HCV, PrEP, and other related disease lab services at the on-site clinic or mobile setting. 
    • Conduct health history assessments related to sexual activity, substance use, and presenting symptoms. 
    • Collaborate with Medical Case Managers to provide early intervention services to clients and establish necessary primary care and/or infectious disease specialty care. 
    • Successfully complete all required trainings to conduct routine testing and lab services.

    Requirements

    PHYSICAL DEMANDS:

    • The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed in a typical interior/office work environment, outdoors in varying temperatures, and in community venues such as substance use facilities and shelters.  
    • While performing the duties of this job, the employee is regularly required to talk or listen. Both standing and sitting are required. 
    • Various types of equipment/supplies are used to accomplish the job requirements and include, but are not limited to, various medical supplies, computers, telephones, printers, etc. 
    • The employee may be required to lift and move up to 25 pounds and occasionally lift and move objects up to 50 pounds. 

    POSITION TYPE/HOURS OF WORK:

    While normal hours of work for TPQC are Monday through Friday, 8:00a.m. – 5:00 p.m., this position frequently requires evening and weekend hours. Prevention Specialists at TPQC typically work one or two evenings per week and two weekend days per month. This position requires flexibility around time and availability. Working flexibly (some days of the week remotely) is available.   


    TRAVEL:

    Overnight travel may be required 4-5 days per year. Travel throughout the TPQC service area is likely to occur throughout the work week and will take place during work hours. 


    REQUIRED QUALIFICATIONS AND EXPERIENCE:

    • Previous professional or volunteer experience working with people living with HIV/AIDS and/or delivering structured, evidence-based interventions. 
    • Strong cultural awareness of people living with HIV/AIDS, men who have sex with men, communities of color, and people with substance use issues, and how this may affect or influence service delivery. 
    • Experience conducting outreach, recruitment, or community organizing for at least one of the following groups: people living with HIV/AIDS, men who have sex with men, or communities of color. 
    • Desire and ability to engage in equity and inclusion initiatives and discussions in the workplace, including but not limited to engaging in training workshops, team and department meetings, and critical conversations for how The Project can better meet the needs of those we serve. 
    • HIV Prevention Training and Risk-Based Testing Training within 6 months of hire 

    LICENSURE AND CERTIFICATION REQUIREMENTS:

    • None

    PREFERRED QUALIFICATIONS AND EXPERIENCE:

    • Bilingual in Spanish 
    • Lived experience of systemic oppression and non-dominant cultures from Black, Indigenous, and other people of color; transgender, non-binary, and other LGBTQ people; and people with disabilities, including HIV 
    • Demonstrated commitment to advancing equity and inclusion in workplace or community settings. 
    • Previous experience conducting HIV/STI counseling and testing, including phlebotomy.
