Fire Prevention Supervisor

  • The City of Oxnard's Fire Department seeks an experienced Fire Prevention Supervisor with strong technical and customer service skills to be a part of the team. Under the supervision of the Fire Marshal, plans, coordinates and supervises the inspection, plan review, and permit issuance relating to the compliance of City codes, State laws, national standards, and accepted engineering practices within the City.


    WHAT YOU'LL DO: 

    • Assists fire inspectors with complex or unusual field inspections of new and existing buildings, structures and installations requiring fire clearances; identifies fire hazards; recommends corrective actions.
    • Performs the more difficult and complex inspection duties including trade specialties such as fire sprinkler systems, fire alarm systems, kitchen hood suppression systems and review of on-site building egress.
    • Enforcement of City codes, State laws, national standards and accepted engineering practices relating to fire prevention.
    • Represents the Fire Department in the Development Advisory Committee (DAC) biweekly meetings. Provides comments for new developments and coordinates with the design team to verify all applicable Codes and Standards have been addressed. 
    • Keeps informed on new laws, current code changes, new methods and materials for building construction, fire protection, and implements and complies with such changes. Prepares special reports and statistical data, draft policies, procedures and ordinances.
    • Maintains records for Fire Flow Hydrant testing. Develops hydrant tracking programs and technical bulletins to maintain adequate city water supply to existing and future developments.
    • Responds to records requests and provides necessary information from City archives such as Webextender, HTE and ArcGis.
    • Provide information to the public concerning the fire prevention practices and procedures; develop and conduct training programs and group presentations relative to fire safety.
    • Instruct fire suppression crews about code interpretation regarding fire prevention.
    • Conducts plan checks for all commercial and other complex structures, events, fire protection engineering calculations, fire code requirements, means of egress for code compliance and safety.
    • Assists in the development and implementation of goals, objectives, policies and procedures of the Division and Department.
    • Attend training classes and meetings of professional organizations as directed.
    • May perform as the Deputy Fire Code Official and other duties of a similar nature and level as assigned. 

    PAYROLL TITLE: Inspections Field Supervisor

    DISTINGUISHING CHARACTERISTICS:
    This classification is distinguished from the Plans Examiner in that it provides supervision of staff and activities associated with permit issuance, plan examination and/or building inspections.

    SUPERVISION EXERCISED / SUPERVISION RECEIVED:

    Under the general direction of the Fire Marshal (Fire Battalion Chief), incumbents supervise an assigned inspection unit and are responsible for training, assigning and evaluating work; interpreting and implementing local and state regulations; supervising inspection schedules; reviewing daily reports; arranging training programs; traveling to job sites to monitor work projects and follow up on assignments; coordinating actions of the unit with other City departments and divisions; developing policies and procedures; handling and resolving escalated complaints; and preparing reports and other documents. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure or in consideration of risk management.


    WORK SCHEDULE: 

    9/80: The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00am to 5:00pm. Depending on the area of assignment staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs.

    This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.


    • Supervises staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline and termination procedures.
    • Oversees and provides technical direction of daily activities involved in issuing permits, examining plans and conducting building inspections; prioritizes and balances work assignments; participates in advanced technical reviews and inspections and provides related approvals.
    • Receives and responds to customer complaints and technical issues; researches issues; interprets codes and regulations; develops and implements resolutions to problems.
    • Prepares reports and correspondence; calculates fees and provides estimates; maintains program documentation, files and records; prepares written summary of required corrections and restrictions; and/or prepares recommendations relating to inspections or investigations.
    • Performs other duties of a similar nature and level as assigned. 
    The following are minimum qualifications necessary for entry into the classification:

    EDUCATION:

    • Associate’s degree in fire science, engineering, building construction or related field

    EXPERIENCE:

    • Four years of inspection and/or plan review experience.

    LICENSE/CERTIFICATION:

    • Valid California Class C Driver’s License with a satisfactory driving record

    Ability to obtain with 12 months:

    • OSFM Plans Examiner Certification
    • Fire Plans Examiner certification through the International Code Council
    • California Penal Code (PC) 932 Arrest Search and Seizure certificate

    This position requires a 12 month probationary period.
