Fleet Manager manages the acquisition, operations, and maintenance of the organization's fleet of motor vehicles. Oversees scheduling and dispatch operations for vehicles and drivers. Being a Fleet Manager evaluates, purchases, leases, and disposes of vehicles to maintain the fleet. Develops and maintains vendor and service provider relationships for fuel, maintenance, and other essential services. Additionally, Fleet Manager administers insurance policy coverage, negotiates agreements, and participates in claim resolution. Develops and implements safety, preventive maintenance, and accident prevention programs. Knowledge of OSHA, DOT, and fleet-specific regulations, licensing, registration, and reporting requirements. Manages the fleet expense reporting and budgets. May require a bachelor's degree or equivalent. Typically reports to a head of a unit/department. The Fleet Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Fleet Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     Qualifying Requirements:

    Your City of Pittsburgh application will be reviewed and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position.  You will be sent an eligibility letter regarding your eligible/ineligible status.

    • WORK EXPERIENCE: The application must clearly show (3) three years of full-time experience in business, finance, fleet management, supply chain or a closely related field.  (Less than full-time experience will be calculated on a pro-rated basis.)
    • EDUCATION/TRAINING: The application must clearly show a minimum of a Bachelor's Degree in Business, Finance, Fleet Management, Supply Chain
    • or a related field.  (See NOTE under the General Application Requirements Section above regarding the verification of education/training.)
    • EQUIVALENCY:  Education may be substituted on a year for year basis if the application clearly shows the required number of years to meet the Total Qualifying Requirement for this position (based on the sum of work experience and education/training listed above) The Total Qualifying Requirement (7) seven years. (See NOTE under the General Application Requirements Section above regarding the verification of education/training).

    • Oversees administration of the Fleet Management contract with the City’s external service provider. 
    • Coordinates with all Department Directors to create and maintain a 5-year fleet acquisition plan.
    • Submits annual budget requests for vehicles on the acquisition plan.
    • Oversees the purchasing of vehicles on behalf of the ELA according to the ELA procurement policy.
    • Coordinates any changes to the acquisition plan during the year with the ELA board.
    • Establishes and maintains policies, procedures, and processes for fleet, equipment, and other fleet related assets.
    • Oversees the management of the budget for the fleet management contract and city-wide fuel costs. 
    • Works with OMB and departmental staff to plan and execute long-term strategies for fleet asset acquisition and disposition.
    • Conducts on-going analysis of vendor performance data, including quality assurance reviews of data from the fleet information system to ensure data integrity; works with vendor and other stakeholders to identify performance improvement plans (e.g., improve compliance with preventative maintenance standards and policies).
    • Performs analysis of target and non-target costs to ensure vendor compliance with contract; identifies opportunities for improvement (e.g., analyze collision repair vs. replacement costs).
    • Collaborates with vendor, departmental fleet liaisons and other stakeholders to identify, plan, and implement opportunities for improvement.
    • Plans, manages, and coordinates fleet management programs and initiatives, including but not limited to the automated fuel management system.
    • Addresses audit findings and conducts appropriate follow-up as necessary.
    • Manages and maintains the City’s electric vehicle charging infrastructure.
    • Performs a variety of financial and operational analyses for strategic projects and routine activities.  
    • Reviews reports and data for accuracy and completeness; identifies problems, recommends, and implements approved corrective action.
    • Ensures compliance with all Federal and State laws, regulations, and policies (e.g., vehicle registration, emissions, storage tanks, and disposal).
    • Manages area of responsibility in strict accordance with applicable laws, regulations, and established policies.
    • Performs activities and functions of related personnel and other related tasks/duties as required.
