Deputy Medicaid Inspector General

  • The ideal candidate will have extensive management experience working in, or with, New York State (NYS) government. Experience with the Medicaid program and its information systems is preferred.

    Duties Description
    Reporting to the First Deputy Medicaid Inspector General and as a member of the Executive management team, the incumbent works closely with the Medicaid Inspector General and other Executive staff. The incumbent manages the strategic direction and overall operation of the Division of System Utilization & Review (DSUR). Specific duties include, but are not limited to:
    Provide overall oversight and direction for the Office of the Medicaid Inspector General’s Division of System Utilization & Review.
    • Confer with the MIG, First Deputy MIG, and/or other executive-level managers to identify and define agency and division priorities, projects, initiatives, long-term goals and objectives, and information system needs.
    • Direct and oversee Division of System Utilization and Review Bureaus: Bureau of Business Intelligence, Bureau of System Administration, and Bureau of Third-Party and Payment Oversight.
    • Develop statements, policies and protocols that help clarify the Division of System Utilization and Review’s activities and services.
    • Evaluate activities and functions of the Division of System Utilization & Review for effectiveness and efficiency; recruit, realign or redeploy resources as appropriate; recommend and/or implement procedural or process improvements, as necessary.
    • Support the procurement, direction, oversight and evaluation of state program integrity contractors to ensure consistency with state policies and operational integration to maximize performance while minimizing administrative burdens for the state or abrasion for Medicaid providers.
    • Identify, evaluate and interact with federal, state or local agencies or their contractors to access new or enhanced data streams or systems to improve data analytical capacities or improve program integrity capabilities.
    • Oversee the preparation of periodic progress reports and report status of ongoing projects to Executive Staff.
    • Participate in regular meetings with other Deputies and executive-level staff.
    • Provide expert services in the use and quality of data analysis, performing system match, protecting Medicaid as the payer of last resort, overseeing Recovery Audit Contract functions, dental pre-payment reviews, and implementation of payment controls an associated monitoring.
    • Provide direct supervision and mentoring to Bureau Directors, ensuring consistency and coordination between bureaus, and communicating executive directives, priorities, preferences, and approach.
    • Oversee subordinate managers in carrying out division projects and initiatives; provide guidance, advice, and/or direction in resolving sensitive or critical issues.

    Additional Comments

    Salary will be commensurate with experience. This position is located in Albany. This is an appointment to a position in the exempt jurisdictional class. As such, the incumbent of this position will serve at the pleasure of the appointing authority.
