    General Description:

    The Director of Neighbor Services will drive the Food Bank’s strategic priorities in the key area of direct client service. The Director of Neighbor Services is responsible for leading the Food Bank’s Neighbor Services program, focused on supporting the Southwest Texas community with food access information, education and direct application assistance for SNAP (food stamps), Medicaid, CHIP, TANF and other public benefits. The DNS is responsible for strategic program growth and development, in alignment with SAFB’s broader programming, as well as ensuring efficient day-to-day program operations. This position manages a team with multiple direct reports.

    The San Antonio Food Bank is a member of the Community Partner Program (CPP). The CPP is a collaboration between the Texas Health and Human Services Commission (HHSC) and a statewide network of food banks; government, faith- and community-based agencies; and other social service organizations. Community Partners are trained and certified by HHSC to help low-income Texas apply for services using the HHSC online benefit portal, YourTexasBenefits.com.

    Essential Functions:

    • Provide leadership and general oversight of the Neighbor Services program, including strategic planning, on-going reporting and program budgeting.

    • Build a collaborative team environment and ensure team and program integration into larger SAFB Programs department and across the organization.

    • Provide daily supervision of staff and ensure efficient day-to-day program operations.

    • Direct the work of the Referral Partner Program (RPP) and Outreach Services across the 29 counties served.

    • Support the ongoing development, implementation and monitoring of program goals, reports, budget, and marketing efforts.

    • Serve as SAFB Site Manager for HHSC’s Community Partner Program (CPP).

    • Meet all scheduled reporting requirements of the Texas Health & Human Services Commission/Feeding Texas (HHSC/FT) contract and act as a key contact with designated HHSC and FT representatives.

    • Provide support to SAFB grant proposals, funder reports and other fundraising efforts.

    • Build and maintain team processes and systems that ensure efficient program operations.

    • Supervise, coordinate, review and evaluate the work assigned to each program to ensure professional standards, quality of work and meeting objectives/goals.

    • Ensure exceptional customer service to all clients by training and monitoring staff who assist families in need.

    • Stay abreast of SNAP policies at the federal, state and local levels and determine how they impact our local Southwest Texas community and direct SAFB program operations.

    • Develop a thorough understanding of the application process for SNAP and other assistance programs.

    • Develop a comprehensive Partnership Development Strategy and oversee implementation, including partner relationship management and recognition.

    • Collaborate with the data team on program related research and data initiatives.

    • Work interdepartmentally to ensure program excellence.


    • Bilingual in English/Spanish strongly preferred.

    • Bachelor's degree in public policy, social work, business or related field preferred; four years of work experience may be substituted, in lieu of degree

    • Minimum of 5-8 years of significant professional experience in non-profit sector, public policy, social work, program management or other relevant experience

    • Minimum of 5 years of experience managing full time paid staff wage-earning supervisory experience.

    • Ability to flex communication style to multiple cultural environments.

    • Excellent written and verbal communication skills, and ability to present to diverse audiences, specifically racially, ethnically, and socioeconomically diverse communities.

    • Strong analytical ability to utilize program data to inform program development; strategic thinker capable of shaping overall business strategy.

    • High level of emotional intelligence, political astuteness, diplomacy and relationship building skills

    • Demonstrated program management experience, including experience building and expanding programs.

    • Understands and values equity as an organizational operating principle and is committed to continued learning on issues related to diversity, equity and inclusion.

    • Knowledge of racial justice, social equity, and systemic racism; sensitivity to issues and concerns of communities of color and other diverse groups

    • In depth knowledge of public benefits and Federal nutrition programs

    • Extensive experience and relationships with Southwest Texas community and service providers.

    • Demonstrated ability to successfully work with families of varying socio-economic backgrounds.

    • Proven knowledge and demonstrated proficiency with current HIPAA regulations required.

    • Demonstrated knowledge, understanding, familiarity, and sensitivity to hunger and poverty issues.

    • Ability to work cooperatively and productively within a high-performance, results-oriented, environment.

    • Ability to work independently with minimum supervision.

    • Must possess and maintain a valid Texas Driver’s License and proof of insurance.
