  • The Clarksville Montgomery County Regional Planning Commission (RPC) has an exciting opportunity for a Transportation Director of the Clarksville Montgomery County Area Metropolitan Planning Area (CUAMPO). The MPO coordinates transportation planning activities in support of the Regional Planning Commission or local planning authorities. CUAMPO is a conduit for coordinating transportation plans and programs needed to support state and local comprehensive plans and provides a forum for improving communication and understanding between local governments and state agencies.

    CUAMPO is unique as it is a two-state MPO serving all the Clarksville and Montgomery County, TN area as well as the City of Oak Grove and a portion of Christian County, KY totaling over 580 square miles.

    Located just 40 miles northwest of Nashville, Clarksville’s location and affordability are hard to beat.     ABOUT THE JOB:

    This position performs independent work under the direction of the RPC Director and the CUAMPO Board, though broad discretion is given for managerial, professional and technical job duties. A successful candidate will have extensive experience in-house and/or working with consultants, to prepare multi-modal transportation plans and policies with a regional scope. In addition to overseeing Bi-Annual Unified Planning Work Program, four (4) year Transportation Improvement Program, and air quality planning. They will also have experience with program design, budgeting, and resource management. The candidate will have excellent communication skills and the ability to work closely and tactfully with elected and appointed officials, state and federal transportation organizations (TDOT, KYTC, FHWA and FTA), stakeholders, and members of the general public that represent a diverse geographic area. Extensive knowledge of federal transportation planning regulations and programs is a must. This position also directly manages the other transportation planners in CUAMPO, currently one and likely two in 2025.

    KNOWLEDGE:

    Ideal candidates will possess the following knowledge:

    • Thorough knowledge of the principles and practices of transportation and urban planning.
    • Considerable knowledge of transportation planning/engineering programs and processes.
    • Build consensus and to use diplomacy with various elected and appointed officials, citizens, and stakeholders.
    • Leadership and managerial skills, to include team building, mediation and motivational skills.
    • Effective written and oral communication, to include public speaking skills proposal development.
    • Ability to establish and maintain effective working relationships.
    • How land use planning, policy, economics, and laws affect the built environment.
    • Be a proficient reader, writer, and researcher.
    • How to conduct effective surveys, research, and analysis.
    • How to independently research a variety of subjects and apply what was learned effectively.
    • The capabilities of GIS as it relates to planning and transportation.
    • Experience in implementing or influencing infill or redevelopment projects or policy.
    • Ability to work in a modern office with modern practices, procedures, and equipment.
    • How to tactfully deal with the public and co-workers; to exercise good judgment in evaluating situations leading to decisions; to express ideas clearly, concisely, and convincingly.
    • Skill in the use of standard office computer equipment and software applications.
    • How to supervise the work of others.

    EDUCATION AND EXPERIENCE:

    A bachelor’s degree in City, Urban, or Regional Planning, Public Administration, Landscape Architecture, Civil Engineering, or a related field with a minimum 8 years of experience in the areas of transportation planning or transportation engineering as part of a Transportation Management Area or Metropolitan Planning Area or in consulting with these types of organizations.

    A Masters Degree in a supporting field may substitute for 2 years of experience.

    Membership(s) in the American Institute of Certified Planners (AICP), Institute of Transportation Engineers (ITE), and/or Association of Metropolitan Planning Organizations (AMPO) desired but not required.

    PHYSICAL REQUIREMENTS:

    Positions in this class typically require: talking, hearing, seeing, and manual dexterity.

    Light Work: Exerting up to 40 pounds of force occasionally, and/or up-to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects.

    Out of office work on or in proximity to urban or rural roadways or may be subjected to uneven, rough terrain at work sites at remote locations which may require using steps, ladders, or unpaved pathways.

    Incumbents may rarely be subjected to extreme temperatures, inadequate lighting, workspace restrictions, intense noises, and travel.
