Forecast Planning Manager manages the organization's forecast planning function using inventory levels, production speed, and product demand to estimate output. Planning Performance Manager

  • Serve as CTtransit’s leader in planning and scheduling analysis tracking, reporting, and support to assist in successful service delivery to achieve established goals, performance expectations set forth by the Assistant General Manager of Planning and Scheduling.

    1. Manages the collection and analysis of department and transit system data. Partners with operations department on many projects. 
    2. Responsible for collection, analysis, and reporting of National Transit Database related data across the agency. Will work cooperatively other departments to collect accurate data and meet strict deadlines. 
    3. Translates, interprets, analyses data impacting key performance indicators and communicating findings to key stakeholders. 
    4. Creates dashboards, reports, and so forth using relevant software/programming languages. 
    5. Assists department directors and managers in collecting data required for long-range and short-range planning including utilizing existing databases, creating new databases, conducting in-person surveys, etc. 
    6. Assists in monitoring overall planning and scheduling performance against safety, reliability, and customer service goals. Evaluates policies, procedures, and work processes to ensure safe, reliable, customer-focused and cost-effective service.
    7. Perform administrative related duties as assigned.
    8. Conducts research studies and collects data for department directors. Prepares reports, presentations, and correspondence as assigned.
    9. Maintains, updates, references, and develops department related policies and procedures as needed.
    10. Assists in maintaining department databases.
    11. Assists other departments and divisions as needed.
    12. Responds to inquiries for information from employees, senior leadership, and/or external partners as needed.
    13. Assists in managing problems and emergencies involving any department or divisions. 
    14. Coordinates and schedules meetings with staff, consultants, and external partners as needed.
    15. Assists Planning and Scheduling Department staff with public hearings and meetings as assigned. Assists customers with questions and concerns.
    16. Work cooperatively with all levels of personnel.
    17. Attends in-service training, seminars or other opportunities for professional development as made available by the Agency.  Provides training for Agency personnel as required.  Actively participates in staff meetings, trainings, etc.
    18. Has thorough working knowledge of Agency policies and procedures, and collective bargaining agreements.
    19. Coaches, mentors, and manages subordinate employees including issuing disciplinary action. 
    20. Will participate in the interview process, and the selection process for new positions.
    21. Other duties and responsibilities as assigned.
    1. Minimum possession of a bachelor's degree in urban planning, business, mathematics, statistics, analytics, information technology or a closely related field, and five (5) years of relevant work experience is required.
    2. An equivalent combination of education and work experience on a year-for-year basis can be substituted for the 4-year degree requirement. 
    3. A minimum of two (2) years of leadership experience is required.
    4. Knowledge of advanced principles of personnel management including demonstrated ability to communicate clearly, build commitment to goals, offer instruction, and administer progressive discipline is required.
    5. Microsoft Power BI or other analytics software/language experience is required.
    6. Ability to solve practical problems and deal with a variety of variables in situations where only limited standardization exists is required. 
    7. Experience working in a union environment is preferred.
    8. Knowledge of National Transit Database reporting strongly preferred.
    9. Knowledge of public transit operations, policies and procedures and regulations strongly preferred.  
    10. Excellent written and verbal communication skills, interpersonal skills, tact and diplomacy required.
    11. Ability to work in a fast-paced environment, to multitask, manage multiple employees, ability to conduct training when necessary is required.
    12. Advanced knowledge of Microsoft Excel, Word, Outlook, and PowerPoint required. Knowledge of public transportation planning and operations software preferred. Knowledge of GIS software preferred. The ability to quickly learn new software programs is required.
    13. Must be able to handle confidential information.
    14. The ability to prioritize projects and to work both independently and in a team environment.
    15. Valid Driver’s License is required. May be required to travel in the course of their daily work.
    16. Flexible availability including nights and weekends as needed to support a 3-shift 24/7/365 operation.
