    General Description: The Manager of School and Program Planning is responsible for leading the cross-functional work
    designing, planning for, and launching new schools and programs within RPS. Responsible for assisting a wide range of stakeholders from RPS central office teams, external stakeholders, design teams, architects and contractors, etc. in the planning and design of high-quality school facilities and programs that enhance education and provide lasting value. Will lead the design of schools/programs with a focus on equity, ensuring that key resources (people, time, materials, and money) are maximized and target elimination of the opportunity gap.


    Essential Duties and Responsibilities:

    • Creates, develops, executes, and manages the overall project plans for new and redesigned RPS schools and programs from design to enrollment and initial operation.
    • Partners with others to lead teams; builds and structures project teams to ensure maximum performance; provides purpose, direction, and motivation to the team; clarifies and communicates project objectives and success criteria; ensures a positive, collaborative work environment.
    • Meets with RPS department and leadership team members as needed and provides appropriate and timely communication throughout the life of projects using reports, team meeting notes, dashboards, Gantt charts, etc. Directly supervises the work of any third-party vendor relationships, as necessary.
    • Develops and maintains relationships with key business stakeholders to ensure deliverables are effective. Performs other related duties as assigned.
    • Collaborates with Richmond Education Foundation (REF) to maintain documentation for grants, in-kind donations, and funding in a single repository; tracks budget, grants, and donations.
    • Serves as one of the primary contacts for external partnerships. Builds, maintains, and strengthens relationships with key internal and external stakeholders including school and district leadership teams, executive and managerial level teams from the public and private sectors, governmental agencies, and nonprofit and community organizations to create and achieve common goals.
    • Supports the REF with research, identification, and securing new partnerships and programming.
    • Informs decisions about potential and existing partnerships.
    • Evaluate the effectiveness of partnerships and programs, track outcomes, increase productivity and efficiency, and implement changes based on stakeholder feedback and the evolving needs of the school.
    • Performs other duties as assigned by an appropriate administrator or their representative.

    QUALIFICATIONS:

    • A bachelor’s Degree from an accredited four-year college or university in an education-related field is required; a Master’s Degree is preferred. Experience in Career and Technical Education and/or Fine Arts programming preferred.
    • A minimum of two years of project management experience is required. Project Management
    • Professional Certification from the Project Management Institute (PMI) is strongly preferred.
    • A minimum of two years of client management experience with primary accountability for peer-level client relationships, and experienced multiple full project lifecycles from business development to final delivery; broad education background with exceptional planning, coordinating, management, communication, and presentation skills.
    • Demonstrated leadership and project management skills with a proven track record of success with large-scale projects, preferably in public education.
    • Excellent organizational skills, ability to work independently, and implement effective decision-making skills toward completion of assigned tasks. Ability to work under pressure and meet multiple deadlines. Ability to establish and maintain effective professional working relationships and work cooperatively and collaboratively with administrators, supervisors, managers, external stakeholders, students, and families.
    • Experience in analyzing data, and using this data for process and program improvements and to inform strategy.
    • Outstanding facilitation and communication skills, including the ability to inspire and motivate others, and the ability to communicate complex ideas simply and succinctly.
    • Commitment to diversity, equity, and inclusion and ability to collaboratively with diverse people toward common goals.
    • Proficient in MS Project, Outlook, Word, Excel, PowerPoint, and Google Suite, with a willingness to learn and adapt to new software and technology.
