Foundation Director directs the execution of the vision, strategic planning, financial management, fundraising, and grantmaking operations that support the overall objectives of a foundation. Defines the goals and tactics for fundraising campaigns and program initiatives. Being a Foundation Director represents the foundation to the public and media to communicate its mission, values, and accomplishments. Maintains positive relationships with foundation stakeholders, including the board of directors, grantees, community leaders, donors, and prospective donors. Additionally, Foundation Director oversees grantmaking operations, including developing grant guidelines, reviewing grant applications, and managing the grant evaluation process. Manages foundation programs and initiatives that align with the foundation's mission and values. Implements systems for monitoring and evaluating the effectiveness of the foundation's grantmaking and programs. Ensures all foundation activities comply with applicable laws, reporting requirements, and regulations. Typically requires a bachelor's degree. Typically reports to senior management. The Foundation Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Foundation Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     The Job

      The Director of Federal Health and Aging Policy will be responsible for leading policy research and analysis on The SCAN Foundation’s key federal policy areas impacting older adults, primarily in Medicare and Medicaid. This role will be critical in advancing The SCAN Foundation’s federal policy priorities and work in close coordination with the state policy team to ensure alignment across state and federal policy efforts. Responsibilities include managing federal health and aging policy grants, developing and cultivating relationships with federal policymakers and other relevant stakeholders, assessing and communicating evolving trends and drivers in health and aging policy, and developing policy issue briefs and/or other publications to advance the organization’s thought leadership.

      Federal Policy Expertise and Philanthropic Development

      Tracks and analyzes new or evolving federal legislation, regulations, and other federal government actions pertaining to The SCAN Foundation’s health and aging policy priorities. Reviews publications relevant to the Foundation’s policy agenda and interests, staying abreast of current research, activities, and national trends. Communicates impacts of federal policy changes and new research on The SCAN Foundation policy priorities and develops recommendations for how the Foundation should respond.

      Communicates complex and technical policy issues in ways that are clear and relevant to varied audiences, including policymakers, researchers, advocacy organizations, and other key stakeholders.

      Advises on qualitative and quantitative research opportunities with potential partner organizations to answer pressing policy questions, such as access to and affordability of health and aging services, the distribution of care and quality across geographies, and the impacts of different care delivery models and social support interventions on costs, outcomes, and consumer experience.

      Leads federal policy grant strategy by identifying potential partner organizations and projects to advance The SCAN Foundation’s policy priorities. Develops project scopes of work and manages grant execution. Works closely with grantees and Director of Operations and Grants Administration to complete relevant grant reports for Executive Team and Board review.

      Represents The SCAN Foundation at conferences and external meetings relevant to priority policy issues, championing the organization as a thought leader and key stakeholder within policy communities.

      Initiates and fosters relationships with new and existing partner organizations, including philanthropic organizations, grantees, policymakers, advocacy organizations, and other relevant stakeholders.

      Works closely with VP of Policy and state policy team to identify opportunities for alignment in federal policy work with other The SCAN Foundation functional areas.

      Develops publications for internal and external audiences, including comment letters, issue briefs, blog posts, research and policy summaries, and reports.

      Organizational Development

      Contributes to the continued evolution of the organization, ensuring The SCAN Foundation serves older adults in unique and novel ways in alignment with the mission and vision.

      Proactively seeks opportunities to enhance the organization’s ways of working, collaboration style, and impact.

       

      Your Qualifications

      • Bachelor’s Degree required, Master's Degree preferred
      • 10 years of professional experience in areas related to federal health and aging policy
      • Experience working with Congress, the Executive Branch or related health policy experience
      • Demonstrated expertise in health and aging policy issues with a focus on low-income, geographically underserved, and racial/ethnic minority populations is desirable
      • Demonstrated commitment to the Foundation’s core values, mission, and goals
      • Proven ability to work well in diverse and cross-functional teams
      • In-depth expertise in federal Medicare and Medicaid policy, with particular emphasis on Medicare-Medicaid integration, Medicare Advantage, and long-term services and supports
      • Knowledge of national datasets relevant to health and aging policies (e.g., MCBS, HRS, Medicare claims, T-MSIS, etc.)
      • Excellent oral and written communication skills with the ability to analyze policy, research and information for strategic insights, and summarize key takeaways to diverse, nontechnical audiences
      • Exceptional project management and organizational skills
      • Extensive understanding of government engagement with external parties (e.g., providers, health plans, advocates, consumers, researchers, private sector, etc.)
      • Agile in managing through ambiguity and adapting to changing priorities
      • Adept at managing multiple priorities and tasks
      • High level of energy, motivation and personal drive
      • Confidence, courtesy, professionalism and the ability to maintain confidences
      • Occasional Travel as needed
