    National Security and Background Investigation Manager

    Job Summary:

    Provide oversight to a team of Security Specialists and Coordinators who are utilizing the U. S. Office of Personnel Management National Background Investigations Bureaus Electronic Questionnaires for Investigations Processing (eQIP) system to grant access for applicants to submit security forms and process applicants through the security process. eQIP is a web-based automated system that was designed to facilitate the processing of standard investigative forms used when conducting background investigations for Federal security, suitability, fitness and credentialing purposes. eQIP allows users to electronically enter, update and transmit their personal investigative data over a secure internet connection to a requesting agency. This role will manage the workflow process for the completion of all eQIP formalized documentation, provide oversight and guidance to team members, and prepare and deliver security specific data for team and Government requests.

    Principle Accountabilities:

    • Oversee Security Specialists and Security Coordinators, Security Supervisors and Security Team Leads in submitting candidates in the Background Investigation and the eQIP process, providing guidance, mentorship, performance management
    • Initiate candidates’ security process by reviewing BI (Background Investigations) documents and submit to the government agency
    • Review and assist candidates with SF85P (paper eQIP) to ensure candidates can gather all necessary documents and information. In an effort to prepare each candidate for the eQIP application
    • Review questionnaire answers, statements of personal history, and other related data prior to starting formal background checks.
    • Manage the team through the notification of each candidate of their eQIP application status
    • Facilitate the coordination of appointments with each candidate to review and walk through the eQIP application for submittal
    • Review and discuss agency corrections necessary for each candidate eQIP application, communicate corrections to the team and work towards resolutions for minimal continued corrections and errors.
    • Maintain active communication with the entire team regarding their candidates with updates and retention throughout the duration of their security process
    • Review and analyze the documentation of all communication with candidates in Target Recruit and ensure all team members are using Target Recruit and Salesforce 100% of the time
    • Provide process improvement recommendations to ensure the most streamlined and efficient Security process including the training and the development of the team and team performance
    • Develop recommendations for Salesforce reporting and dashboard development, train team members on use of platforms and reporting
    • Full understanding of the team’s performance analytics with a timely delivery of information to the executive team on a daily basis in rhythmic meetings.
    • Establish and maintain record retention timelines
    • Maintain confidentiality regarding sensitive documents

    Qualifications:

    • Bachelor’s degree and or 2 years of account management, business development, recruitment, credentialing, or customer service experience managing multiple tasks required.
    • 5 years of experience in personnel security program administration, including working with eQIP, consolidated adjudication facility (CAF) interaction, derogatory information processing, and adjudicative guidelines
    • 2 years of personnel management to include performance management, mentorship, and relationship development
    • Must be highly organized and have excellent oral and written communication skills.
    • Extensive knowledge of security policies, systems, procedures, and investigation techniques

    Compensation:

    • Full-time employee, W-2 status

    Physical Requirements:

    • Proficiency in leading teams to ensure successful execution of security processes
    • Shall demonstrate a proficiency in various types of information technology applications, such as Microsoft Office, including MS Word, Access, Excel, and PowerPoint.
    • Experience successfully managing multi-task projects & files.
    • Excellent organizational skills are required; including the ability to coordinate multiple tasks concurrently and exceptional time management skills.
    • Excellent customer service and interpersonal skills required with the ability to communicate effectively and interact with people of diverse backgrounds
    • Able to work independently or within a team
    • Ability to efficiently meet deadlines
    • Ability to function in a fast-paced environment
    • Extensive background working with MS Office, MS Excel & Adobe
    • Proficiency for catching errors and enacting appropriate changes
    • Work well under pressure and impressive stress management
    • Experience in gathering and reviewing background information.
    • Advanced knowledge of information verification techniques.
    • Exceptional ability to make recommendations and adjudicate on the granting of clearances.
    • Advanced ability to document processes, report findings, and protect sensitive information.
