Fraud Prevention Associate researches and analyzes potential customer fraud cases to identify and prevent future fraud. Reviews and responds to suspected fraudulent service requests and identifies fraudulent transactions using various research methods. Being a Fraud Prevention Associate follows standard procedures to document a loss and prepares a summary and reconciliation. Communicates the status and resolution of the incident to the customer and/or bank. Additionally, Fraud Prevention Associate identifies areas that need increased security procedures or software to protect customer accounts. Requires a high school diploma or equivalent. Typically reports to a supervisor. The Fraud Prevention Associate works under moderate supervision. Gaining or has attained full proficiency in a specific area of discipline.     *JOB OVERVIEW:

    In support of Philadelphia’s goal to end the HIV epidemic, the Philadelphia Department of Public Health Division of HIV Health (DHH) seeks a Prevention Clinical Associate who will support DHH’s development and implementation of HIV Testing and Biomedical Prevention methods (PrEP, nPEP, TasP). This clinically oriented role will serve as a subject matter expert and team lead providing technical assistance, clinical support and guidance as requested. This individual will also coordinate the PreventHIV Technical Assistance team, and support efforts related to the monitoring and evaluation for PrEP. This individual will coordinate efforts to identify opportunities for capacity building and implement activities to diagnose and prevent HIV in healthcare settings. The Prevention Clinical Associate has the responsibility to oversee the development and delivery of training to various clinician/non-clinician audiences, and organization of the quarterly PrEP Provider Working Group meetings. This position reports to the DHH Prevention Manager.

    *RESPONSIBILITIES:

    The primary responsibilities of the Prevention Clinical Associate include:

     

    · Provide Clinical Support:

    o Design and coordinate clinical HIV testing and PrEP trainings for internal and external audiences

    o Oversee the development and distribution of program materials

    o Support the PrEP Monitoring and Evaluation team in monitoring and evaluation of quality of PrEP programs, including participating in regular data review and analytics with the Surveillance Unit

     

    · Provide Technical Assistance leadership on PrEP:

    · Serve as a subject matter expert on clinical HIV testing and PrEP, working in close collaboration with members of the DHH Care, Prevention and Surveillance branches and other divisions of the Health Department as needed.

    · Provide technical leadership to support DHH grants, contracts and selected centrally funded initiatives, in strengthening clinical HIV Testing and PrEP uptake and evaluation.

    · Prepare and deliver reports, manuscripts, and presentations related to clinical HIV testing and PrEP for internal and external audiences

    · Maintain knowledge of current public health, scientific, social science, and medical literature related to clinical HIV testing, PrEP and biomedical prevention.

    · Coordinate provider network meetings as assigned.

    · Coordinate Biomedical Prevention updates (monthly newsletters)

     

    · Provide Programmatic Technical Assistance:

    · Provide ongoing expert programmatic leadership, training, and consultation in all aspects of planning for clinical HIV testing and PrEP programming, including development of programs, ensuring that research and evidence-based results are appropriately applied in field programs, and advancing monitoring, evaluation, and implementation research for clinical HIV testing and PrEP.

    · Assess implementation progress and the quality of clinical HIV testing and PrEP programs and recommend improvements for service delivery in the field.

    · Conduct outreach to clinical practices and schedule technical assistance visits

    · Provide technical assistance to medical staff, clinicians, and practice management around HIV testing, PrEP, and taking a sexual history.

    · Other duties as assigned.

    · Provide clinical leadership for HIV testing and PrEP providers through community engagement

    · Engage with and build relationships with Philadelphia medical practices, providing direct one-on-one consultations or practice level consultations, as needed.

    · Identify new clinical HIV testing and PrEP partners and providers in the area.

     

    *EDUCATION REQUIREMENT:

    · Completion of clinical training required: RN, CRNP, PA, MD, DO

    · Completion of college or university degree program

    · Foreign Medical Graduates are encouraged to apply.

     

    *SKILLS:

    · Ability to work independently with minimal supervision

    · Strong interpersonal, facilitation and team building skills, and ability to work across agencies and cross-culturally with diverse teams

    · Ability to effectively convey clinical guidelines and epidemiological data to various audiences

    · Knowledge of various medical settings, including large hospitals, emergency departments, private practices, and Federally Qualified Health Centers

    · Working knowledge of third-party reimbursement

    · Ability to multi-task and demonstrate flexibility in responding to change

    · Knowledge of current issues in HIV prevention and care

    · Demonstrated innovating thinking and problem-solving skills

    · Attention to detail and excellent organizational skills

    · Working knowledge of Microsoft Office software and virtual platforms

    · Equally comfortable working individually and within a team environment that emphasizes interdisciplinary collaboration.

    · Excellent analytic, written, and oral communication skills

     

    *EXPERIENCE:

    · Preferred: Three to four years of experience in a clinical or public health program or project management delivering HIV education or prevention services.

    · Preferred:

    o Knowledge of and experience with biomedical HIV prevention approaches, specifically PrEP; clinical experience desirable.

    o HIV background, knowledge, and expertise, with specific focus on HIV biomedical prevention

    o Experience in designing, managing, monitoring, and/or evaluating PrEP programs; particularly experience leading, designing or implementing clinical quality improvement initiatives.
