    We are accepting applications for a Financial Program Manager within the Office of Financial Management, Community Funding Team, headquartered at the James Rhodes State Office Tower, 30 East Broad Street, 11th floor, Columbus, Ohio 43215.

    What You'll Do:

    Under direction of Community Funding (CF) Financial Manager:

    • Serves as liaison between Budget and CF areas in Financial Management.
    • Manages information and documentation flow for funding distributed to Community providers.
    • Researches and analyzes complex information to resolve errors.
    • Provide guidance to agency on all financial related questions and updates on grants/allocation funding.
    • Manage issues for internal/external customers via phone, email, and in-person utilizing various software applications (e.g., Word, Excel, Ohio Administrative Knowledge System [OAKS], and other related agency-specific software).
    • Assists with agency financial reporting.
    • Oversees balancing and reconciliation of grants and provide recommendations to fiscal and agency management.
    • Makes general ledger correction modifications.
    • Monitors various reports for funding trends.
    • Assists with reviewing contracts/agreements.
    • Provides primary fiscal support for reconciliation and monitoring of agency funding to the community, including block and discretionary grants.
    • Provides technical assistance and produces reporting for grant application processes.
    • Works with other agency bureaus on sub-granting process, including grant carryover and close-outs, reconciliation of cash and expenditure to the full agency grant.
    • Develops and reconciles ledgers using Excel spreadsheets and Cognos reports to identify and prepare correction posting adjustments.
    • Reviews cash draws for accuracy.
    • Manages communication, oversees technical assistance, and provides training for fiscal to internal and external partners (Boards, Providers, program leads, and other agency personnel), including designing documents (e.g., form letters/forms/advisories/instructions/training materials) and presentations.
    • Reviews and provides recommendation to Fiscal and Agency leadership on all things financial for the disbursement of funding to community partners.
    • Performs miscellaneous related tasks:
      • Maintains accurate records/reports.
      • Prepares appropriate forms, documentation, and correspondence.
      • Develops and distributes documents/reports.
      • Attends meetings to obtain or provide information.
      • Copies documents.
      • Provides cross-training to unit staff.
      • Handles phone and email inquiries from internal and external customers.
      • Performs other duties as requested.

    Currently operating under a hybrid schedule. Two days in-office per week, subject to change.

    54 mos. exp. or 54 mos. trg. financial administration.

    • Or completion of undergraduate core program in public or business administration, accounting, finance or related field; 30 mos. exp. or 30 mos. trg. in financial administration.

    • Or completion of graduate core program in public or business administration, accounting, finance or related field; 18 mos. exp. or 18 mos. trg. in financial administration.

    • Or equivalent of Minimum Class Qualifications for Employment noted above. NOTE: Successful completion of the Fiscal Academy may be substituted for 4 mos. of required accounting/fiscal experience referenced in this portion of the minimum qualifications.
