• Under the supervision of the Applications Manager and/or CIO applies GIS systems analysis and design techniques to analyze and evaluate business and/or scientific problems. 

• Gathers information from users, defines work problems, and develops strategies for resolving issues.

• Is responsible for the technical and analytical duties involved in the development, implementation and coordination of the City's GIS system. 

(May not include all duties performed.)

• Coordinates departmental and citywide GIS projects and gains technical guidance through personnel policies, procedures, policies, department work practices, peers and supervisors. 

• Tracks time-sensitive requests to ensure timely completion.  

• Coordinates and oversees various special projects and/or graphics for presentations in support of the GIS system.

• Establishes and maintains effective working relationships with superiors, fellow workers, and vendor's representatives; 

• Supports GIS operational needs of all City departments and divisions and assists staff with implementing GIS systems within their operations and provides on-call support.

• Communicates with the various general public, vendors, management and contractors in order to coordinate and administer the use of GIS projects and data.

• Represents the GIS team on committees and task forces by serving as a technical advisor in the exchange of information or in addressing specific needs.

• Develops, administers and maintains GIS applications and performs continuous system maintenance and updates of core City GIS data and website information.

• Develops and provides GIS standards, training and guidance for GIS users within the City.

• Assists with implementation of and provides support to City-Wide GIS Systems working with representatives from user department/divisions and third party vendors.

• Assists with the integration of GIS systems with other City applications and data.

• Prepares and gives presentations. 

• Train end users on new and established programs

• Maintains currency of knowledge with respect to relevant state-of-the-art technology, equipment, and/or systems by attending training courses and professional organizational meetings and reading job-related professional journals/publications. Local travel and minimal out of state travel will be required.

• Reviews programs, white-papers, research papers, etc. to develop innovative approaches to problem solving and program evaluations, and to make recommendations.

• Prepares, processes and reviews written documents pertaining to GIS to ensure compliance with departmental policies and procedures.

• Uses established fact-finding procedures, knowledge of pertinent work processes and procedures, and familiarity with related programs, systems software, and computer equipment to provide required analysis of HelpDesk and business related problems.

• Interprets and resolves user questions related to the use of the GIS system

• Helps plan, design, coordinate installation, test, and modify complex systems and subsystems.

• Bachelor's degree in Computer Science, Information Systems, or other related field. Continued information technology course work desirable.   Equivalent combination of education, training and professional experience which provides the required knowledge, skills and abilities to perform essential functions of work may be substituted.

• 3 years of professional experience using ArcGIS Online (AGOL)

• 3 years professional experience with ArcGIS Enterprise/Portal

• Experience with scripting languages such as Python, Java or Arcade

• Working knowledge of Microsoft SQL Server.

• Ability to analyze business and scientific needs of a complex nature.

• Ability to provide high level technical assistance and support by analyzing difficult problems and recommending solutions

• Knowledge of GIS spatial development techniques and digitizing and data manipulation procedures for GIS.

• Skilled in composing, editing and proof-reading a variety of correspondence, reports and forms.

• Ability to establish and maintain effective working relationships with other employees, department heads, vendors, professional organizations, and the public.

• Ability to work under stressful or changing conditions with frequent interruptions.

• Ability to work effectively as a team member.

• Ability to make presentations to small and large audiences.

• Ability to communicate effectively using both written and oral communication.

• Ability to organize, prioritize and perform multiple tasks.

• Ability to assist with recommendations for policies and procedures associated to GIS application administration within the technical and administrative infrastructure of the City of Westerville

• Ability to train users on software applications.

• Knowledge of municipal government operations.

• Ability to exercise sound judgment in safeguarding confidential or sensitive information.

• Ability to independently perform detailed work of a difficult nature with a high degree of accuracy.

• Willing and able to assist with City operations as needed.
