    General Position Summary
    Assists Planning Director and Senior Planner in preparation of comprehensive plan and implementation measures using GIS to perform advanced level community planning and development functions; conducts research, analysis and presentation of complex data related to land use planning. Develop, improve, maintain, and update required regulatory mapping and databases. Read and explain advanced legal documents including property descriptions and title reports.

    Essential Functions
    The following may not be all inclusive and other duties may be assigned.
    • Perform complex, geospacial programming, data analysis, and local and web-based GIS application development, including maintenance of existing systems and research and development for future enhancements.
    • Design and carry out GIS procedures, both simple and complex; perform needed programming for data creation, analysis, project reporting, data conversion, data transfer, and map production.
    • Compile and integrate cartographic data from a wide variety of sources for inclusion in maps; create and edits meta data, using GPS and digitizing techniques; create and edits maps, integrate a range of data formats, and using appropriate technology.
    • Assist the IT Department to install, troubleshoot and maintain GIS software.
    • Grant research, writing and management.
    Salary and Benefits
    This is an hourly, non-exempt position, with a wage range of $ 34.41- $ 43.53 per hour.  The pay range listed here reflects the FULL pay range for this position for the current fiscal year.  Salary offers are based on the candidate's equivalent experience and internal equity with other employees within the same job classification.

    Qualifications

    Education, Certification, & Experience
    • Extensive knowledge and experience utilizing ESRI mapping products in a local Government environment.
    • Must have a high level of proficiency in the management and manipulation of relational databases with regard to GIS integration.
    • Experience in creating clear and concise cartographic products.
    • Ability to provide professional services to technically varied customers.
    • GISP-Preferred but not required
    • Current Oregon Driver’s License
    Job specification knowledge of:
    Cartography, Geomatics, Geography, Cadastral Mapping, Spatial Analysis, Data Conversion, Large Format Printing, GIS Project Management, GIS Program Management, Communicate effectively; speaking and writing, Database Management.

    Knowledge, Skills & Abilities
    Language Skills
    Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

    Mathematical Skills
    Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.  Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.

    Reasoning Ability
    Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

    Computer Skills
    To perform this job successfully, an individual should have knowledge of ESRI ArcGIS Software Suite Database software; Excel Development software; Word Internet software; Python Project Management software; Visual Basic Spreadsheet software and Windows Word Processing software.

    Work Schedule
    The normal work schedule is 8.00 hours per day 5 days per week; exact schedules are assigned by management.  It is the attendance standard of the employer that all employees be present and on time each shift they are scheduled to work.  Full or partial absence during any scheduled shift, arriving late, or leaving early, for whatever reason, may result in disciplinary action up to and including termination of employment.  Time off may be approved if allowed by applicable policies covering illness, injury, or other personal emergency.
