    Work Schedule:  Monday through Friday, 8:00 a.m. - 5:00 p.m., work schedule may vary based on operational needs.  This is an exempt position.

    Job Summary:

    Under general supervision, designs, develops, expands, and maintains the Geographic Information System (GIS); provides management and coordination of all GIS resources and activities; and visualizes and plans for modifications and improvements to the system by working with a wide variety of staff, elected officials, and citizen groups and individuals. This position requires strong leadership abilities, and a deep understanding of geospatial technology and its applications.


    Scope of Responsibility:

    Incumbent has a high degree of understanding of department operations and is able to work with considerable initiative. Working within the overall direction established by senior management, incumbent applies professional principals and judgments when making decisions. Incumbent solves complex technical or strategic problems, applies technology in new ways, and develops and recommends new alternatives, which had moderate impact on the overall organization. 

    Supervises Employees

    • Selects, trains, motivates, and evaluates the GIS Specialists and Technicians, and seasonal workers; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline and termination procedures.
    • Plans, directs, and coordinates, through subordinate level managers, the GIS employees’ work plan; meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates work methods and procedures.
    • Conducts staff training on customer service.

    Geographic Information System 

    • Directs various departments in the implementation, planning, and utilization of GIS system products.
    • Develops framework and plan for the continuing development and utilization of GIS in an enterprise environment.
    • Provides planning and technical support in project design; makes GIS and related data available to other GIS users and City employees via the City computer network, and other avenues, as necessary.
    • Oversees development of web mapping and mobile mapping applications, as necessary.
    • Manages the database connectivity between GIS data and enterprise SQL Server databases or other relational databases.
    • Supervises and/or monitors the collection and reduction of Global Positioning System (GPS) data for use with City GIS.
    • Oversees and manages, CityWorks, our organization wide, centralized, and GIS centric, asset and work order management system.

    Mapping

    • Develops specialized applications for other departments to increase the productivity and functionality of their geographic mapping needs.
    • Develops standards and procedures for the creation and maintenance of GIS and related data.
    • Performs and monitors GIS mapping production.
    • Creates maps and reports from spatial and digital data for other departments and divisions.

    Division Operations

    • Works with Information Technology Director to develop and manage the GIS budget.
    • Administers the GIS software and hardware products and license management agreements.
    • Recommends acquisition of GIS hardware and software, and obtains quotes; writes RFPs when necessary.
    • Participates on a variety of boards and commissions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the fields of finance, purchasing, and related fields.
    • Responsible for developing, testing, and maintaining a disaster/recovery plan for all GIS related resources.

    Performs other duties as assigned.

    Required Qualifications and Skills:

    • Four-year degree in geography, planning, computer science, engineering, or a related field
    • Five or more years’ experience in GIS systems, or the equivalent
    • Two or more years’ supervisory/management experience 
    • Working knowledge of Enterprise GIS including ESRI ArcGIS Portal and ArcGIS Pro software, Microsoft Office Suites, and Microsoft SQL Server
    • Must be able to pass a Federal and State criminal history background check


    Preferred Qualifications and Skills:

    • Experience in project planning, implementing, and maintaining an enterprise GIS, including database design, project and supervising data development, and experience with CityWorks
    • Geographical Information Systems Professional (GISP) certification

    Work is a normal office environment. Intermittent effort involving lifting of amounts between 5 and 25 pounds required. Work requires high attention to detail and deadlines between 15% and 45% of the time. There is intermittent exposure (less than 15% of the time) to a disagreeable element, such as dirt, grease, odor, chemicals, or unpleasant weather conditions.
