  • GENERAL STATEMENT OF DUTIES

    Directly manages the staff and operations of the Geographic Information Services team within the Data & Analytic Services division of the Information Technology Department. Administers the development, implementation and integration of Geographic Information Systems (GIS) and related technologies for Guilford County while coordinating data collection, data maintenance, technical support and map/data product creation services for internal and external entities and the public. Oversees the street address assignment function. Participates in the development of divisional budget and its implementation.


    DISTINGUISHING FEATURES OF THE CLASS

    An employee in this class is responsible for the development, implementation, and management of the Enterprise-wide geographical information system and related services for Guilford County. Work involves the ongoing design and management of the digital database to include a full range of mapping, geographic, land use, and demographic data.  Considerable contact with county officials and employees, local and state agencies, and the public is required to give and gather technical and land record information.  Outstanding public communication skills are required and comfort with presenting to highly technical audiences as well as to the general public. Work includes the acquisition, installation, and maintenance of systems hardware and software.  Work is performed under the general direction and guidance of the Chief Data Officer. 

    DUTIES AND RESPONSIBILITIES

    Essential duties and responsibilities include, but are not limited to:

    • Manage team members and project teams, ensuring performance management, professional development, and successful GIS operations. Participate in IT Leadership Team activities including but not limited to strategic and tactical planning, budget preparation, vendor, contract and expense management, and performance measurement/monitoring/reporting.
    • Manage team that provides support and maintenance to geospatial information via web services and applications.Respond to complex customer requests, troubleshoot problems, and resolve complex issues in a timely and professional manner.  Encourages creation of GIS knowledge base and FAQ web resources to empower teams to provide GIS application and data support.
    • In cooperation with Planning and Development, manage team that oversees the assignment and coordination of modification to the street addresses for unincorporated Guilford County and the towns of Stokesdale, Sedalia, Whitsett and Pleasant Garden as well as manages the Master Road Name database for all Guilford County.
    • Lead and/or participate in inter/intra departmental project teams as well as regional and interagency collaborations. Advise project execution, using best practice project management methodology. Provides technical direction and consultation to business unit management and staff, to introduce improved efficiencies and effectiveness in order to achieve the business strategies and goals of the department. Advisestaff project leads on full development cycle including but not limited to: requirements gathering, business analysis, design, development, testing, training, and maintenance.
    • Support and maintain the integrated GIS functions within the Farragut NC Property Tax System, and the Tyler Technologies Enterprise Permitting & Licensing application.
    • Anticipate, plan and manage the implementation existing and new GIS technologies and systems to meet the County's ongoing and emerging enterprise technology and business needs.Provide development, testing,productionand maintenance standardsfor user departments.Assist in planning and developing of applications and system utilities utilizing the GIS databases and other related data. Coordinate operations of GIS-related software and hardware systems with appropriate ITstaff.
    • Research, plan and implement continuous data-lifecycle management techniques for GIS-related data (including data collection, data-quality maintenance, data use, and disposal) by working with internal and external entities to ascertain needs, develop action plans and meet goals.
    • Plan, organize, coordinate, and maintain the design of the enterprise GIS program, including long-term goals and activities.
    • Develop a training curriculum for staff and system users and coordinate the delivery of training to employees.
    • Oversee the integration and development of high accuracy Global Navigation Satellite Systems (GNSS) technology with staff and user departments for GIS integrations.
    • Lead GIS related discussions at meetings and work sessions with the Board of County Commissioners as needed.
    • Other duties as assigned.

    RECRUITMENT STANDARDS

    Knowledge, Skills, and Abilities

    • Thorough knowledge of principles, objectives, techniques, and standards of photogrammetry, base mapping, cadastral mapping, and geographic information system technologies.
    • Comprehensive knowledge of local government functions and operations with focus on those that use or could get value from using GIS services.
    • Ability to plan, direct, and coordinate the work ofprofessional and technical specialists.
    • Ability to communicate technical information to non-technical individuals.
    • Ability to work and make decisions independently, keeping leadership informed, and escalating as appropriate when more senior approvals are required.
    • Strong communication and collaboration skills.
    • Strong negotiation skills with respect to collaborative or other interlocal agreements that may need to be developed or modified.

    Minimum Qualifications

    Graduation from a four-year college or university with a degree in geography, cartography, planning, engineering, computer science, or related field.  Minimum of five (5) years of experience in mapping/cartography/geographic information systems, management of geographic/mapping databases, computer science, database administration, or programming. One (1) year of experience supervising a team of GIS/Mapping Professionals is required.


    Preferred Experience

    Ten (10) years of experience in mapping/cartography/geographic information systems, management of geographic/mapping databases, computer science, database administration or programming, including experience leading GIS teams.

    Preference will be given to those candidates who possess local government experience.

    COMPENSATION & BENEFITS
    The full range for this position is $108,269 to $179,214 with an anticipated hiring range of $138,000 to $157,000 depending on the successful candidate’s qualifications, certifications, and experience.     Working Conditions

    Normal office environment primarily involving sitting, standing, bending, walking and operating personal computer.  Little or no exposure to hazardous environmental conditions.

    Driving is Essential 
    Driving is an essential requirement of this position whether driving a County owned or personal vehicle to conduct county business.  Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
    If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
