The Benton County Public Works / Highway Department is Seeking Qualified Candidates to Fill the Position of an Operating Engineer.
The regular working hours are 7:00 a.m. - 3:30 p.m., Monday through Friday. Please note, the work schedule may change along with the seasons.
Position Summary
Responsible for maintaining and repairing Benton County roads, bridges, related structures, and operate highway maintenance equipment to provide for the safety and adequate travel and accessibility for the public.Duties and Responsibilities
Essential Functions
A. Maintains and inspects county roads, ditches, signs, culverts, and related duties in all seasonal conditions.
A.1. Haul and place gravel and bituminous on county highways and roads.
A.2. Performs pavement maintenance and repair.
A.3. Maintain land and ditches, which may include cutting brush, grass, shape and seed slopes, spray weeds, and apply herbicides, as needed.
A.4. Assisting the Sheriff’s Office with seasonal road restrictions.
B. Operates light and heavy equipment.
C. Operates snowplows and other heavy equipment to remove snow, ice and storm debris from County roadways and applies ice control materials.
D. Install and remove snow equipment.
E. Maintains and repairs culverts, ditches, bridges, right-of-way, etc. including brush and weed control and herbicide application.
F. Conducts flagging operations and installs and maintains traffic control devices and signage.
G. Performs minor to occasional major repairs and maintains maintenance equipment and vehicles and ensures compliance with DOT safety regulations.
H. Communicate with the public over concerns and operations of the highway department.
I. Responds to questions and concerns from the public.
J. Performs monthly inventory checks.
Additional Functions
A. Attends trainings as needed.
B. Assists with building maintenance and repair.
C. Assists Engineering Technicians.
D. Subject to emergency call outside of normal work hours.
E. Performs other duties as assigned or apparent. Qualifications
Minimum Qualifications
A. Two-year degree in equipment operation; and
B. Two-year relevant experience in road maintenance/construction; OR
C. Equivalent combination of education/training/experience.
D. Valid MN Class A Commercial Driver’s License.
Preferred Qualifications
A. Three-years relevant experience snow plowing.
Conditions of Employment
A. Must possess a valid MN Class A Commercial driver's license and be able to drive in the state of Minnesota.
B. Must successfully complete a background check.
C. Must complete and pass pre-employment testing.
C.1. Drug & Alcohol testing.
C.2. Subject to random drug testing.
D. Obtain and maintain certifications and licensures.
D.1. Ability to obtain within one-year of hire;
D.1.1. First Aid and CPR.
D.1.2. Forklift, crane, flagger, and tanker certifications.
D.1.3. Chain saw and pesticide applicator certification.
E. The ability to travel within your daily work assignment.
F. Ability to travel within Minnesota, including extended overnight stays.
G. Ability to work extended, evening and weekend hours as needed.
H. Must comply with organizational and departmental policies.
I. Performs physical/mental demands of the work environment requirements for this position.
J. Attendance during regularly scheduled work hours, and outside regular hours, as necessary.
K. Effective and respectful communication and interactions with other employees, supervisors, individuals from other organizations, and citizen customers.
L. Must comply with data practices policies and standards relative to private data. Any access to private data should be strictly limited to accessing the data that are necessary to fulfill the employment responsibility. While data is being accessed, employee should take reasonable measures to ensure the private data is not accessed by individuals without a work reason. Once the work reason to access the data is reasonably finished the private data must be properly stored according to county policies and the Minnesota Statutes.Knowledge, Skills and Abilities
A. Knowledge of local and state laws and regulations regarding the operation of equipment, particularly those pertaining to their operation on public streets.
B. Knowledge and skill in proper snow and ice removal techniques.
C. Knowledge of small and large engine mechanics.
D. Skill in operating heavy equipment and vehicles used in roadway maintenance and snow/ice removal.
E. Knowledge of state and federal OSHA standards and requirements.
F. Ability to follow oral and written instructions.
G. Ability to work under limited supervision with general autonomy in determining how objectives are achieved; supervisor generally set operating benchmarks, goals, and objectives.
H. Ability to apply a variety of procedures, policies and precedents using moderate analytical ability.
I. Ability to effectively communicate with the department and other departments, outside agencies and public on specialized matters requiring detailed or technical responses/explanations.
Physical Demands & Working Conditions
A. Must be able to perform moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and may involve the lifting, carrying, pushing, and/or pulling of heavy objects and materials (up to 100 pounds).
B. Environmental conditions include heat, cold, wetness, toxic chemicals, insect borne illnesses, traffic, and other occupational hazards associated with road construction and maintenance.
C. This position may be intermittently exposed to offensive language, threats and mental effort and stress.
D. This position occasionally performs work under moderate attention to detail and deadlines.
E. This position is exposed to potential dangers of distracted driving.
F. Subject to random drug testing program.
Hours of Work
A. Monday-Friday 7:00 a.m. - 3:30 p.m.
B. Seasonal Summer hours Monday-Thursday 7:00 a.m. - 4:30 p.m., and Fridays 7:00 - 11:00 a.m.
Equipment Utilized
A. Light and heavy vehicles, equipment and tools used in the performance of duties.
B. Consists of but not limited to motor graders, loaders, sign truck, dump trucks, snow equipment, street sweeper, roller, tractors and attachments, shouldering machine, backhoe/ excavator, crack sealer machine, dura patcher, patch trailer, screen plant, chipper, dozer, trash pumps, tire machine, forklift and attachments, sprayers, steamer, cranes and hoists, truck scales, portable air compressor, packer, welder, skid loader, chainsaw, pole saw, string trimmer, bucket truck, plasma cutter, torches, grinders, band saw, drill press, brine system, post bender/ press, sand blaster, road striper, generator, equipment sprayer, air tools and transit/ laser level.
