Government Affairs Director implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Director performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Director creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Government Affairs Director typically requires 3+ years of managerial experience.     Departmental Overview

    The Office of the Chancellor at the University of California, Berkeley provides administrative, organizational, strategic, and compliance services to advance the Chancellor's vision, core values, and priorities.

    As part of the Chancellor's office, Government and Community Relations (GCR) works to demonstrate the value of UC Berkeley as the nation's leading public research University to elected officials, government agencies, the local community, and public at large.

    Responsibilities

    Represents UC Berkeley before the State Legislature, Governor's office and state agencies.
    Develops and implements specific policy positions and legislative outcomes of benefit to UC Berkeley.
    Develops and implements a comprehensive state relations strategy including yearly legislative, budgetary and regulatory priorities and advocacy plans. This plan should include opportunities to increase state funding for research and capital projects. Designs, develops and implements short and long-range plans designed to highlight campus achievements and showcase the institution to broad based or highly influential publics/constituencies, including UCB's state governmental relations programs and activities (i.e. Legislators to Campus, Agency Directors to Campus, Chancellor's trips to Sacramento, District of Office Briefings, Staff Briefings), special advocacy efforts (lobbying days), and Alumni advocacy efforts and events.
    Quickly and appropriately identifies, addresses, and mitigates unforeseen and/or rapidly unfolding events that may negatively impact relationships between the campus and state governmental constituencies, keeping senior management appropriately advised and notified.
    Responds to legislative and executive inquiries on policy and budget issues.
    Provides leadership and guidance to the Director of Advocacy in support of the ongoing development of regionalized volunteer advocacy efforts (district office outreach) involving the identification, cultivation, motivation and guidance of key influential volunteers (alumni, business leaders and donors).
    Provides expert advice and counsel to all relevant groups, including senior management, regarding all areas of the legislative process as well as general issues of concern in higher education, research and medical science including those issues that may directly impact the campus and / or medical center.
    Serves as an institutional representative, working closely with relevant groups to appropriately and positively influence discussion and debate for legislation favorable to campus and / or medical center.
    Develops and maintains close working relationships with state elected officials and their staff in district offices and in Sacramento, Executive branch officials, including the Governor's staff, and state agency officials and their staff.
    Develops and manages legislator database and matches interests with faculty experts.
    Identifies communication needs and develops informational materials and/or programs/events to inform appropriate publics of campus policy, programs, services and activities.
    Plans, executes, and evaluates the overall effectiveness of state communications tools designed to further campus goals, making revisions and changes as necessary, to ensure on-going improvements and enhancements improve the effectiveness and success of state relations activities.
    May coordinate visits between senior campus and / or medical center administration and key federal, state, and local government officials.
    Monitors and interprets state legislation, regulations, and/or proposed actions by state government entities and advises senior management of potential campus impact.
    Provides high level analysis on complex budgetary, regulatory and legislative issues. Analyzes, summarizes and/or reviews data, reporting findings, interpreting results and making recommendations.
    Plans, executes, and evaluates the overall effectiveness of broad based information and communications programs designed to further campus and / or medical center goals, making revisions and changes as necessary, to ensure on-going improvements and enhancements improve the effectiveness and success of external relations activities.
    Provides expert advice and counsel to all relevant groups, including senior management, regarding all areas of the legislative process as well as general issues of concern in higher education including those issues that may directly impact the campus.
    May mentor less experienced staff members.
    Required Qualifications

    Expert knowledge and understanding of general issues in higher education, research or medical science and campus and / or medical center specific issues.
    Expert knowledge of external and campus and / or medical center constituencies, including their composition and areas of concern.
    Expert knowledge of the principles and concepts of building and maintaining effective relationships with external constituencies to achieve institutional goals and objectives.
    Expert level written, verbal, and interpersonal communication skills, including attentive listening skills and skill to ascertain constituency perception.
    Expert skill to quickly identify and develop strategies to effectively communicate the institution's message.
    Expert level analytical and decision-making skills, sound judgment and highly developed political acumen.
    Expert skill to recognize potential areas of constituency concern and skill to effectively address, resolve and / or mitigate problems or issues.
    Expert knowledge of all aspects of the legislative and political process, and expert skill to correctly and appropriately read, interpret, understand and respond to proposed legislation, including writing effective position statements and drafting proposed legislation.
    Expert, thorough, in-depth knowledge and understanding or the ability to quickly learn/develop an understanding of all aspects of the campus and / or medical center, its vision, mission, goals, objectives, infrastructure, history, long range strategic plans, current issues of concern, accomplishments and awards.
