Government Affairs Manager implements strategic plans and oversees engagement objectives to develop and maintain productive relations with all levels of government authorities that will support and enhance the businesses' goals. Manages teams that build relationships and liaise with government entities(federal, state, provincial, or local) that regulate or influence business activities. Being a Government Affairs Manager performs ongoing monitoring and analysis of proposed legislation, emerging issues, and trends to determine the potential impact on the organization. Collaborates with industry groups and organizations with complementary objectives to achieve objectives. Additionally, Government Affairs Manager creates communication vehicles and delivers messaging to inform and support business leaders. Requires a bachelor's degree in public policy, public administration, business or equivalent. Typically reports to a director. The Government Affairs Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Government Affairs Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required.     In Bayer’s Pharmaceuticals division, we focus on researching, developing, and marketing specialty-focused innovative medicines that provide significant clinical benefit and value, primarily in the therapeutic areas of cardiology, oncology, gynecology, hematology, and ophthalmology.     The primary responsibilities of this (Remote) role, Senior Manager, Government Pricing Analytics are to:

    • Perform financial forecasting on how the company's Medicaid rebate liability will be impacted based on pricing decisions (price increase and changes to commercial discounts), as requested.
    • Collaborate with Accounting and Finance to ensure that accruals are correctly booked, manage financial model to forecast, produce trend analysis, and assist in reporting accurate GTN results.
    • Model "what if" scenarios and present findings to stakeholders based on Bayer potential pricing strategy, current pricing, and current and/or upcoming government programs and legislation.
    • Identifiy, disseminate, and explain trends and findings to management and/or business partners.
    • Keep abreast of current developments that impact the pharmaceutical industry's federal programs, i.e., ACA Reform.
    • Responsible for calculation and reporting of Government prices for all NDCs.
    • Prepare and analyze on a monthly and quarterly basis all government pricing including AMP and BP to ensure that Bayer is compliant with government regulations in determining Medicaid Unit Rebate Amounts.
    • Prepare and analyze on a quarterly basis the "Non-Federal Average Manufacturers Price" (NFAMP) and provide support in calculation of the "Federal Supply Schedule" (FSS) pricing.
    • Provide monthly sales reconciliation such as Drop shipment, Missing transactions, and sales flagging.
    • Perform peer review all managers Government Pricing calculations and submissions, Government Rebates payments, Federal programs calculations (PHS/340B), and the annual businesses utilizations.

    Required Qualifications

    • Bachelor's degree.
    • Ability to work 100% remotely.
    • Experience with government pricing.
    • Knowledge of all aspects of inclusion/exclusion criteria for government calculations.
    • An understanding of various regulatory concepts applicable to government reporting obligations.
    • Highly developed interpersonal and communication skills with the ability to interact with all levels of internal and external customers.
    • Advanced knowledge of Excel and understanding of revenue management systems is necessary to assist in implementation and utilization of internal tracking systems.
    • Ability to work independently and collaboratively within and across teams.
    • Must be able to perform duties with the highest degree of efficiency and accuracy as it directly impacts company sales, profits and the integrity of Bayer.

    Preferred Qualifications

    • Bachelor's degree (Accounting or Finance, CPA desirable) with 8 years of experience, preferably in a pharmaceutical contracting or equivalent background.
    • Experience working with pharmaceutical pricing data and economic analysis.
    • Ability to manage complexity while having an understanding of legal and financial principles due to the strict government pricing regulations.
    • Experience working with SAP, Business Warehouse (BW) and Model N are preferred.

    Employees can expect to be paid a salary between $106,900 to $160,300. Additional compensation may include a bonus or commission (if relevant). Additional benefits include health care, vision, dental, retirement, PTO, sick leave, etc. This salary range is merely an estimate and may vary based on an applicant’s location, market data/ranges, an applicant’s skills and prior relevant experience, certain degrees and certifications, and other relevant factors.
