    Job Opportunity:

    The successful candidate will oversee the District's programs, activities, and relations related to legislation and public affairs, working across partisan and ideological lines to build consensus for District issues and agenda.

    Essential Job Functions:

    • Plan, organize, manage, and provide oversight of programs and activities related to legislation and public affairs including formulation, strategic development, implementation, and evaluation of the District's legislative, public affairs, and stakeholder communications programs, projects, and activities.
    • Direct the District's legislative relations activities, working with the General Manager and other District officials to determine strategy and procedures.
    • Secure appropriate funding for LTD's operational and capital needs, including federal and state grants, local contributions, and possible voter campaigns for additional public funding.
    • Ensure the District's compliance with applicable state and federal guidelines regarding lobbying and filing required reports and disclosures.
    • Monitor, track, and analyze proposed and existing legislation, initiatives, and related material affecting the District's programs, projects, and activities.
    • Build coalitions and maintain beneficial relationships between the District and: community leaders; local, regional, state, and federal representatives and agencies; advocacy organizations; and the public.
    • Assist in the coordination of a broad-based effort to develop and maintain productive links with area business, civic leaders, and organizations.
    • Represent the District on various federal, state, and local committees.
    • Participate in local and regional political activities as appropriate.
    • Maintain awareness of local political issues and advise the General Manager accordingly.
    • Serve as a liaison between the General Manager and congressional or state legislative staff as appropriate.
    • Provide professional assistance to the General Manager in areas of expertise.
    • Inform and maintain the integrity of the District's branding and high profile communications material.
    • Assist in the coordination of various outreach activities, communication efforts, and public events as appropriate.
    • Advise appropriate District staff regarding legislative issues and procedures.
    • Coordinate District staff follow-up to legislative activity when necessary.
    • Participate as a member of the District's Leadership Council.

    Knowledge, Skills and Abilities:

    Knowledge of:

    • Law and Government -Laws, legal codes, court procedures, precedents, government regulations, executive orders, agency rules, and the democratic political process.
    • Public Information, Communications and Media - Media production, communication, and dissemination techniques and methods, including alternative ways to inform via written, oral, and visual media, as well as public relations and citizen involvement.
    • Marketing - Knowledge of principles, strategies, tactics, and methods for showing, promoting, and selling services.
    • Customer Service - Knowledge of principles and processes for providing customer service, including needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
    • Administration and Management - Knowledge of business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of people and resources.

    Preferred:

    • Transit - Knowledge of issues pertaining to public transit, community planning, federal transit regulations, and regulatory agencies.

    Skills and Abilities:

    • Social Skills: social perceptiveness, tact, diplomacy, service orientation, coordination, negotiation, instructing, and persuasion.
    • Communication and Learning Skills: extemporaneous and public speaking, group facilitation, reading comprehension, writing, active listening, active learning.
    • Time management, deductive and inductive reasoning, problem sensitivity, complex problem-solving, judgment and decision making, systems analysis and evaluation, and originality.

    Qualifications:

    Any equivalent combination of education and experience which provides the knowledge, skills, and abilities required to perform the job are acceptable, which typically include:

    • A graduate degree in law, political science, public affairs, public administration, or a related field of study.
    • Successful experience in the legislative process, political campaigns, or community activism.
    • Successful experience in representing a governmental entity with other governmental units or in various political arenas.
    • State of Oregon experience is a plus.
    • Established relationships with federal, state, and/or local officials is a plus.

    Compensation and Work Schedule:

    This position is a full-time, exempt position, eligible for the regular administrative benefits package. The pay range is between $90,297 and $122,163 annually. Work is typically Monday through Friday during regular business hours, but this position does include travel, evening, and weekend work activities as needed.
