Government Sales Manager manages and directs a sales force to achieve sales to government agencies. Designs and recommends sales programs and sets short- and long-term sales strategies. Being a Government Sales Manager evaluates and implements appropriate new sales techniques to increase the department's sales volume. May recommend product or service enhancements to improve customer satisfaction and sales potential. Additionally, Government Sales Manager ensures projects are completed on time and within budget. Acts as advisor to sales team regarding projects, tasks, and operations. May require a bachelor's degree in area of specialty. Typically reports to head of a unit/department. The Government Sales Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Government Sales Manager typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Government Services Proposal Manager

  • JOB SUMMARY:
    The Government Services Proposal Manager will oversee the development of proposals, bids, quotations, RFP responses, or other documents describing organizational products and services in response to requests from prospective clients. Manages and meets proposal deadlines by establishing project priorities and due dates for the proposal. The Proposal Manager will also collaborate and coordinate with internal contributors and subject matter experts to ensure content is complete, accurate, and maximizes business opportunities.

    RESPONSIBILITIES:

    • Directs proposal kickoff and debrief meetings, as well as prepare detailed proposal plans, schedules, outlines, and compliance matrices for all phases of proposal development Reviews, organizes, and edits written documentation to improve clarity.
    • Participates in strategic planning that includes identifying client concerns, key issues, and developing successful strategies.
    • Provides input to strategic decisions that affect the functional area of responsibility.
    • Facilitates multi-disciplined groups in brainstorming and developing solutions to key aspects of the proposal providing tactical advice and guidance with the ability to drive strategy and solutions that result in winning submissions.
    • Engages in follow-up work associated with RFPs moving to the next phase: coordinating answers, obtaining additional information, etc.
    • Identifies and engages appropriate personnel to obtain necessary information and commitment for specific pursuits.
    • Monitors for relevant competitive procurement opportunities, managing the bid opportunities pipeline and circulating opportunities to the appropriate stakeholders.
    • Develops and establishes a repository of templates, standard language, product collateral, exhibits, and other data resources to create high-quality and accurate responses.
    • Provides final quality control check, including proofreading for grammar, request for proposal (RFP) compliance and conformance to established strategies and plans.
    • Tracking and reporting proposal win/non-win information to help evaluate the performance of our business development proposal process.
    • Other duties as assigned.

    QUALIFICATIONS AND JOB SPECIFICATIONS:

    • Bachelor’s degree in Life Sciences, Marketing, or another related field required.
    • MBA preferred, but not required.
    • At least 5 years professional experience in proposal management in the pharma or closely related industry.
    • Knowledge of commercial and government contracts required.

    TECHNICAL EXPERTISE:

    • Strong Business Acumen (summarize Annual/Quarterly reports, Supply & Demand, Pricing, ROI).
    • Demonstrate Business Etiquette, Command Presence, Professional Appearance, and Ethics.
    • Ability to conduct Web-based research, understand financial documents, contract language, and analysis.
    • Thorough understanding of the business or organization's goals and values.
    • Ability to manage long proposal cycles.
    • Strong public speaking and presentation skills.
    • Deliver and pull information through the following computer systems/website:
    • SAM (System for Award Management)
    • CPARS (Contractor Award Performance Assessment Reporting System)
    • FedBizOpps (Federal government procurement opportunities)

    ADDITIONAL EMPLOYMENT REQUIREMENTS:

    • Must be able to successfully pass all preliminary employment requirements (i.e., background check and drug screen).
    • Must have a valid driver’s license for regional travel.
    • Must be able to travel up to 30%.

    PHYSICAL/MENTAL/VISUAL DEMANDS:

    • Work is light to medium in nature with frequent walking to perform assigned tasks.
    • Must be able to safely conduct occasional lifting of 25 lbs.

    WORKING CONDITIONS:

    • Activities occur within a typical office environment.

    EQUIPMENT OPERATED:

    • Equipment: Desktop or laptop, fax machine, copier, and desk phone.
    • Software: Outlook, Excel, Word, PowerPoint, Salesforce.
