    • Full-time managerial experience** as an administrator in a program for the development, revision, or critical evaluation of professional education curricula; AND/OR
    • Full-time managerial experience** as an administrator of a regulatory program or programs.

    Duties Description
    The New York State Education Department’s (NYSED) Office of the Professions (OP) is seeking candidates for the Director of Professional Licensing position in the Division of Professional Licensing Services (DPLS). Under the direction of the Assistant Commissioner for Licensing and Professional Practice, the Director of Professional Licensing is the lead manager in the issuance of credentials. The incumbent of this position will plan, direct and coordinate the work of the DPLS, which includes the licensing of nearly 60,000 new professionals each year, the registration of approximately 325,000 licensees, and the issuance of limited permits, certifications and privileges, and ensuring the execution of licensing functions in accordance with Title VIII of the State Education Law, the Regulations of the Commissioner of Education, the Rules of the Board of Regents and other relevant laws and regulations. Duties of this position include, but are not limited to, the following:

    • Lead a staff of approximately 90 and ensure that the New York State Education Department (NYSED), the Office of the Professions (OP) and the Office of Human Resources Management (OHRM) policies are followed;
    • Administer OP created licensing examinations and work closely with approved exam vendors to ensure appropriate quality and metrics for other licensing exams that serve as a basis for NYS licensure;
    • Manage the annual collection of more than $75 million in fees;
    • Make final determinations on all licensure forms to ensure that they capture the needed information in accordance with applicable provisions of law and regulation;
    • Oversee the creation and maintenance of official records of licensees and business entities and the certification of license records. Maintain discipline files, answer subpoenas for records, prepare certified licensure and non- licensure verification for court cases, respond to inquiries from OPD, OPMC, media and public professionals;
    • Oversee the OP Freedom of Information (FOIL) Unit which responds to requests for licensee information, Regents actions and other licensure documents and data maintained by DPLS;
    • Analyze law and regulation to make determinations on application submissions that do not meet established guidelines;
    • Oversee the legal process by which a determination is made when an applicant indicates that there is a question of moral character. Coordinate and conduct Committee on the Professions (COP) moral character panels and prepare hearing panel decisions which become part of the licensure record;
    • Recommend Law and Regulation changes and/or procedures to promote public protection and effective and efficient professional licensing;
    • Provide licensing policy direction to managers, and consult with Deputy Commissioner, Director of Operations and other OP Managers on proposed changes to procedures, and
    • Analyze new laws which establish a new profession or change existing requirements and oversee the development of appropriate licensing requirements, application forms and computer licensing screens.
    Additional Comments
    CONDITIONS OF EMPLOYMENT: This position has been phi-tagged for policymaking. The initial appointment will be temporary, pending non-competitive. Upon Governor approval and filing with the Department of State, the appointment will become permanent, non-competitive. The incumbent will serve at the discretion of the Commissioner of Education. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree and/or work experience will be required at the time of interview for all candidates. Filling of this position is contingent upon Division of the Budget approval.
