      TITLE: Executive Director, Special Education

      POSITION PURPOSE
      Direct all programs and services related to the Special Education Service Area. The specific goal is to provide a unified and integrated program in the constituent districts as authorized by ESD service resolutions, grants and other appropriate funding.

      PERFORMANCE RESPONSIBILITIES
      1. Direct the operation of all programs/services related to the Special Education Service Area.
      2. Authorize the employment, assignment, discipline, or discharge of Service Area employees in accordance with ESD policies, federal and state statutes and the current ESD labor contract.
      3. Demonstrate and apply knowledge of effective special education research and practices in the provision of quality services to students.
      4. Develop and/or participate in work teams designed to carry out all organizational functions.
      5. Develop long and short-term plans to provide special education-related services to the ESD and local districts.
      6. Act as a liaison for special education issues between Lane ESD and appropriate state and federal agencies.
      7. Demonstrate skills in communication with staff and constituents.
      8. Develop and implement a Special Education Service Area plan to continuously upgrade the knowledge and skills of all employees.
      9. Develop and implement a continuing strategy to evaluate and redesign as needed, Special Education Service Area services to local districts.
      10. Develop and administer the Service Area operating budget in accordance with ESD policies and procedures.
      11. Assure the evaluation of Area staff as required by the adopted evaluation programs.
      12. Perform highly complex and confidential communication with staff, constituent districts and other professionals.
      13. Serve as a positive member of the agency administrative team and provide leadership in developing and maintaining inter-department cooperation.
      14. Actively participate in and provide leadership to professional associations appropriate to the Service Area.
      15. Perform at a high level of independence and decision making.
      16. Perform work with high financial responsibility and consequence of error.
      17. Perform other duties and assume other responsibilities as assigned by the Superintendent.

      QUALIFICATIONS AND REQUIREMENTS
      Education and Experience
      1. Master’s Degree from an accredited institution in Special Education with specialization in at least one area of Special Education;
      2. A valid Oregon administrative license;
      3. Five (5) years teaching and/or consulting in Special Education;
      4. Two (2) years of successful experience managing special education programs in a highly service oriented organization.

      Knowledge, Skills and Abilities
      1. Ability to plan and administer the service area budget process and to make effective use of available resources. Successful experience in managing fiscal, personnel, and purchasing functions within an equivalent organization.
      2. Ability to communicate openly, honestly and directly and demonstrate high level writing and verbal skills.
      3. Ability to build work groups of highly skilled employees into cohesive teams.
      4. Ability to understand and complete tasks and give direction in a manner easily understood by employees.
      5. Ability to discern important ESD and constituent district issues and work as a partner to build programs.
      6. Ability to delegate appropriate responsibility and authority to employees and to regularly monitor progress of their work.
      7. Ability to build and maintain working relationships with similar entities to develop joint programs beneficial to all.
