Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Monitors grantee management and disbursement of funds and reviews grantee programs for compliance with the terms of grants. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.   • Performs professional work, analyzing data, ensuring compliance, and manages various grant funding processes. Work includes securing funding sources to support existing and planned projects and program activities to offset County taxpayer costs, verifying compliance with applicable state and federal rules and regulations, preparing and submitting related reports, monitoring the performance of grant programs, and maintaining documentation.

    ESSENTIAL JOB FUNCTIONS
    • Researches, identifies, and analyzes available grant funding opportunities. 
    • Recommends options for match requirements in coordination with key project personnel; and prepares analysis on impact of grant award, identifying funding source, match source, and location of grant budget. 
    • Researches, and analyzes data for grant requests; creates grant narratives; and gathers and submits required documentation. 
    • Gathers relevant information about selected grant(s); working in coordination with organizations, County departments, state, federal, and other agencies as appropriate.
    • Oversees grant funding compliance and processes; operates project guidelines; maintains and oversees monitoring and tracking systems; and coordinates required meetings.
    • Monitors grant recipients; may perform work site inspections; and ensures compliance with all grant requirements.
    • Serves as the Department’s point of contact for required systems and registration to apply for and receive grant funding.
    • Manages grants, their contracts and ensures funds are appropriated for requested grants.
    • Prepares and submits grant progress, status, and programmatic reports to ensure compliance with grant agreement/contracts; and submits compliance documents; reviews performance reports; participates in monitoring reviews and audits; and ensures deficiencies are addressed.
    • Receives and responds to inquiries from internal and external departments regarding grant projects and programs.
    • Communicates with and/ assists non-profit organizations, and/or other County departments in developing grant applications and compliance documents.
    • Maintains a knowledge and awareness of applicable laws, regulations, policies and procedures. 
    • Provides customer assistance, problem-solving, and/or complaint resolution. 
    • And duties as assigned.  
    Education and Experience:
    • Bachelor’s Degree
      • Preferred:
        • Business Administration
        • Finance
    • Three (3) years of experience in grant coordination and administration
    • Or an equivalent combination of relevant training, education and experience.

    Licenses and/or Certificates:
    • Must maintain a valid driver’s license.
    • Knowledge of departmental policies, plans, and procedures.
    • Knowledge of modern office practices, plans, and procedures
    • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
    • Knowledge of practices and procedures associated with state and federal grants.
    • Knowledge of operations and practices of local government; ability to analyze and interpret departmental functions, procedures and policies.
    • Knowledge of federal and state funding sources and requirements
    • Strong analytical and research skills.
    • Strong written and oral communication skills
    • Skill in effective communication, both orally and in writing.
    • Skill in prioritizing and organizing work.
    • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
    • Ability to operate a motor vehicle.
    • Ability to provide internal/external guidance and customer assistance via all forms of communication.
    • Ability to ascertain priorities and meet deadlines and objectives.
    • Ability to assess processes and operational performance and to make appropriate adjustments to maximize efficiencies, quality of output and operational performance, considerable knowledge of the principles and techniques of planning, management, and scheduling.
    • Ability to make decisions recognizing established precedents and practices and to use resourcefulness and tact in solving new problems
    • Ability to exercise judgment and discretion in applying and interpreting rules, regulations, policies, and procedures. 
    • Ability to research materials via the Internet, libraries, and professional organizations.
    • Ability to maintain accurate records and reports. 
    • Ability to use computers for data entry, word processing, and/or accounting purposes.
    • Ability to create reports, business correspondence, and procedure manuals.
    • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public
    PHYSICAL DEMANDS
    Walking, sitting, hearing, seeing up close, talking, standing, finger movement, repetitive motions.   Occasionally lifting up to 15 pounds.
