    Responsibilities:
    The Mississippi Delta National Heritage Area (MDNHA) is one of 55 National Heritage Areas committed to cultural heritage tourism, interpretation, preservation, education, and advocacy in partnership with the National Park Service. The MDNHA was designated by U.S. Congress in 2009 and is governed by a board of directors representing agencies and organizations defined in the Congressional legislation.     The Grants Compliance and Community Capacity Building Manager position is primarily responsible for developing and maintaining a new, robust monitoring and compliance program via the Mississippi Delta National Heritage Area (MDNHA) Grants Leadership Academy and developing opportunities to build regional capacity for stimulating cultural heritage-based business development (e.g., technical assistance sessions, financial planning/literacy workshops).

    Under supervision of the Director of The Delta Center for Culture and Learning/ Executive Director, Mississippi Delta National Heritage Area (MDNHA), the Grants Compliance and Community Capacity Building Manager performs a wide range of key functions necessary to ensure federal compliance for MDNHA's community grantmaking. The programmatic mechanism for accomplishing this is the MDNHA Grants Leadership Academy which will build grant awardee organizations capacity for federal grants administration and compliance.

    As part of the position's community capacity building portfolio, the incumbent supports regional economic development/inclusion and drives community engagement to help develop and strengthen new and existing cultural heritage-based businesses, ultimately towards addressing economic inclusion in order to combat poverty in the MDNHA.

    PRIMARY RESPONSIBILITIES

    Provides programmatic and administrative oversight for the MDNHA Grants Leadership Academy. Manages the work activities of consultants, office support staff, work study, or interns supporting the MDNHA Grants Leadership Academy.

    Reviews federal, state and local laws and regulations, and funding agency policies such as National Park Service Guidance or MDNHA Grants Policy Manual to determine how they relate to grants oversight. Ensures compliance with university policies and procedures as applicable.

    Monitors and documents receipt of reports for subgrant awardees and maintain awardee reporting to ensure awarded projects remain on task and complete within scope, on time, and within budget.

    Maintains records, files, reports, databases and resources to ensure effective grants management and compliance with federal, state, local, and/or funding regulations.

    Engages and educates MDNHA communities in various capacity building efforts, including cultural heritage-based business development.

    Develops and provides capacity building programming for MDNHA communities that support cultural heritage development and heritage-based business development (e.g., MDNHA Grants Leadership Academy; financial planning/literacy workshops)

    Researches, analyzes, compiles and presents source data for Delta Center reporting to funders and community stakeholders (e.g., National Park Service, MDNHA Board of Directors). Presents data in a variety of graphical formats as needed.

    Performs special projects and other related duties as needed.

    Assists with strategic planning for the department as needed, especially pertaining to aforementioned areas of responsibility.

    COMPETENCY-BASED ACTIVITIES

    Grants Compliance

    In collaboration with the MDNHA team, administers grants, cooperative agreements, or other related instruments.

    Designs, implements, and interprets grants/assistance management policies, procedures, and practices.

    Oversees, reviews, analyzes, and evaluates grants/assistance applications. Plans, estimates and serves as liaison between program leadership and grantees.

    Monitors, assesses, and ensures awardee compliance with all terms and conditions of award and tracks grants/assistance awards and compliance with reporting requirements.

    Conducts program evaluation, monitoring and assessing awardee performance. Establishes performance measures and conducts post-award reviews and analyses to identify administrative, management, and financial issues.

    Ensures recipients of federal funds comply with government, environmental and other requirements.

    Initiates, plans, and conducts analyses to recommend changes to policies, procedures, and regulations.
    Community Capacity Building

    Provides technical assistance to MDNHA Grants Leadership Academy applicants, awardees, and review panels, and evaluates adequacy of grants/assistance policies and procedures.
    Recommends and conducts audit/site visits with MDNHA grantees and resolution of audit results in collaboration with MDNHA Executive Director, MDNHA Program Manager, and other staff as relevant.
    Leads implementation of specific MDNHA community capacity building programs and events related to grants compliance and heritage-based business development, including but not limited to MDNHA Grants Leadership Academy, technical assistance sessions, financial planning/literacy workshops, etc.

    Supports MDNHA Executive Director and staff with implementing and administering various MDNHA/Delta Center community engagement programs and events.

    Qualifications:
    Minimum qualifications:

    Bachelors degree in humanities, social sciences, business or related field (e.g., history, education, cultural heritage development, tourism, sociology, community and regional planning/development, business development, financial planning)
    At least two years experience in project management, training/development, and/or community engagement.
    Demonstrated proficiency in verbal and written communication, especially delivering presentations to community stakeholders.
    Demonstrated proficiency with computers, especially grants management software usage and Microsoft Office Suite (Outlook, Word, Excel, PowerPoint)

    Preferred qualifications:

    Masters degree in humanities, social sciences, business administration or related field.
    Grants administration and compliance experience.
    Federal grants/awards management and policy development experience.
    Fundraising and public affairs experience.
    Financial planning/management experience.
    Certified Financial Planner (CFP) designation.
