Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Monitors grantee management and disbursement of funds and reviews grantee programs for compliance with the terms of grants. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.     Job Summary


    The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

    This position is located at Central Office in St. Paul and has the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent may be expected to work in the office on occasion, as in once a month for team building and or as needed.

    This position will travel throughout Minnesota to Tribal Governmental Meetings.

    The purpose of this position is to coordinate the administration of tribal, state and federally funded contracts and provide financial direction, oversight, and reporting to the Office of Tribal Affairs in compliance with tribal, state statutes and federal regulations. It will serve as the Contract and Grant Program Administrator for all programs eligible to tribal partners, including but not limited Local Road Improvement Program, Safe Routes To School, Active Transportation, Ferry Boat Funding, state match funding and other tribal nation contracts. The primary tasks include: (1) manage and perform the processes of Tribal Affairs contracts and grant-making activities and the related financial responsibilities; (2) provide work direction, as lead budget expert, to professional staff (both internally and to tribal government budget professionals); (3) manage the Tribal Affairs Grants/ budget; coordinate the financial data systems processes required for authorizing, approving and encumbering supportive services expenditures; (4) coordinate financial reporting for Tribal Affairs contracts and advise Tribal grants manager on changes with tribal nations financial systems; (5) file and maintain contracts, grants and financial records and data; and (6) other duties as assigned.

    It will serve as the tribal affairs expert on MnDOT and tribal contracting, grant making and procurement processes. It is also responsible for developing grant procedures and processes and serving as the Grant Coordinator. It will also provide on-going support for the project management function within Tribal Affairs.

    Qualifications

    Minimum Qualifications

    Three (3) years of advanced-professional experience in the following bulleted areas below:

    • Experience with MN tribal government functions and operations.
    • Experience with state, federal grant rules, regulations, and policies
    • Experience with budgeting and allocating funds, grants, writing grants, consulting on grant processes and procedures.
    • Experience with contract writing and management.
    • Experience analyzing financial/program problems, investigating issues, determining information validity, formulating, and evaluating alternatives.
    • Experience leading project teams collaborating with stakeholders to make program recommendations and changes.
    • Experience with negotiation and facilitation sufficient to work with Tribal Units of Government and MnDOT managers.
    • Valid Driver’s license.

    Preferred Qualifications

    • Experience with tribal nation grants.
    • Experience creating training documents related to processes and procedure.
