Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Monitors grantee management and disbursement of funds and reviews grantee programs for compliance with the terms of grants. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.     What you’ll do:

    To perform this job successfully, an individual must be able to perform each essential function of the job with or without reasonable accommodation.

    • Responsibilities for grants management and supervising staff in the unit
    • Assists in the development of the Department’s Internal Control Plan and makes recommendations to management on measures to gain efficiencies
    • Assists in the development of the Department’s cost allocation plan and its application
    • Reviews and reconciles direct time charges for federal grants for accurate reporting and to ensure federal reporting requirements are being met on a monthly basis
    • Works with the Office of Administration Information Technology Service Department (OA ITSD) on document processing and review payroll processing for OA ITSD
    • Reconciles OA ITSD costs to various grants to ensure accuracy and verify all costs are allowable and being charged appropriately – ensures transactions are in accordance with federal requirements and accounting principles
    • Directs daily cash management Ensures daily cash balance is sufficient for payment processing, payroll and performs federal draw down on regular basis
    • Serves as the administrator of the Federal Reporting System (FRS) and provides technical assistance and training to subrecipients as needed
    • Responsible for running queries within the Statewide Advantage for Missouri (SAMII) data warehouse, along with reviewing and approving SAMII documents
    • Oversees the analysis and review of monthly and quarterly sub recipient financial reporting
    • Provides assistance to the Office of Workforce Development (OWD) and its contracted financial monitoring agency by ensuring that financial compliance findings and areas of concern are resolved
    • Oversees monthly reconciliation with the Treasurer’s Report and monthly cash reconciliation
    • Assists with the statewide allocations for 13 local workforce areas
    • Oversees audit resolutions for the department’s subrecipients
    • Oversees the monthly and quarterly review and reporting of infrastructure cost share reporting
    • Oversees the preparation of HB116 reporting and Resources on Order reporting for accrual financial reporting
    • Oversees the preparation and completion of quarterly Federal Financial Reports (FFR/9130/EDR/FCTR) to US DOL and prepares closeout reports within prescribed timelines
    • Assists with compliance reviews of department expenditures to ensure compliance with laws, rules, policies, procedures and guidelines including compliance to Federal Office of Management and Budget (OMB) rules and regulations
    • Assists and oversees the technical assistance of subrecipients
    • Performs other related work as assigned
    • Demonstrates regular and reliable attendance

    Minimum Qualifications:

    • Beneficial education and/or work-related experience includes technical or professional experience in accounting, business, finance or public administration or closely related area
    • Supportive skills include: knowledgeable in the State of Missouri’s SAM II Financial System, Code of State Regulations related to fiscal and procurement activities, Uniform Guidance, and Government Auditing Standards preferred

    • Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is beneficial
