Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Monitors grantee management and disbursement of funds and reviews grantee programs for compliance with the terms of grants. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.   • Under direction, position will develop grant applications for Federal, State and other external grant opportunities for Bexar County. Assists with administration and management of grant funding and assists with identifying public, private and in-kind resources that fit with the direction of the Bexar County.
    • Researches and disseminates information about local, state, federal and private funding sources and identifies appropriate funding and strategies for projects and initiatives and assists in the preparation of grants with operating departments
    • Manages, advises and consults with all appropriate County staff and partners regarding grants specifications, program descriptions, work plans and time lines; works with County offices and departments, including department heads and staff to determine grant opportunities fit with the direction of their office or department and if they match to the parameters of the funding agency
    • Assists with the administration of the Grant Review Committee in all aspects and any other grant related committee or group as assigned
    • Represents the County and serves as a liaison on issues regarding Countywide grant activities; may prepare and deliver presentations, agenda items and other related business activities
    • Identifies, develops and maintains an electronic database to track Countywide grant efforts to include number of applications submitted, dollar amount requested, due dates, date submitted, summary of grant, prospective match, date awarded and all other pre-award activities
    • Coordinates and monitors progress of submissions and works with offices/departments to compile additional information and/or compilation of data or financial documentation; fiscal notes and may perform grant budget adjustments
    • Performs related duties as required
    • Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Administration, Liberal Arts, Business Accounting, English, History, Finance, Economics or a closely related field, and one (1) year experience in grants, grant administration, grant writing, technical writing; or an equivalent combination of education and experience
    • Good knowledge of budget analysis and preparation; good knowledge of management analysis research techniques and performance measurements; knowledge of local government operations
    • Skill in communicating effectively, both verbally and in writing; skill in utilizing Windows-based word processing and spreadsheet software; skill in collecting and analyzing financial data
    • Ability to formulate recommendations and write reports; ability to maintain effective working relationships with coworkers, Elected/Appointed Officials, Department/Division Heads, County employees, government agencies and the general public
    • Demonstrates technological intuitiveness
    • Must secure and maintain a pre-employment physical and a pre-employment drug screen test
    • Must secure and maintain a favorable background check
    • Must have a valid driver’s license, motor vehicle liability insurance and personal injury insurance
    • May be required to work more than 40 hours during the workweek
    Working Conditions and Physical Demands:    

    • Working conditions are in an office / telework environment
    • Occasionally moves items weighing up to 20 pounds 
    • Occasionally move about the office / telework office
    • Frequently communicates with others using approved technological resources; must be able to exchange accurate information through designated systems within a timely manner
    • Constantly operates a computer and other office productivity machinery
    • Positions self to perform essential functions of the job in an office / telework environment 
    • Must be able to remain in a stationary position
    • Flexibility to achieve performance excellence in a telework arrangement
    • Maintains County-issued equipment, software, data and supplies
