Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder.     The salary range indicated is the minimum and maximum for the position.  Appointment can be made above the minimum depending upon qualifications, but is anticipated to be between the minimum and mid-range and no offer will be made beyond mid-range.
    Accountant I - $61,412 - $95,801*
    Accountant II - $70,969 - $106,450*

    Full-time employees under the classified compensation plan will be paid in accordance with their position's pay grade. New full-time employees will start at the minimum pay rate in the appropriate grade unless it is determined that qualified applicants are not available at the minimum pay, that an applicant has qualifications or relevant experience that significantly exceeds the minimum qualifications that justify a higher starting pay or if the posted job has been vacant and unfillable for a substantial period of time and deemed hard to fill.
     
    Under the direction of the Chief Financial Officer, the Grant Administrator/Senior Accountant oversees the City’s grants and performs professional accounting duties. Will work with department heads, commissions, city staff, and grantors.

    FLSA status: Exempt.

    Supervises, monitors and coordinates city wide administration of federal, state and/or local grant monies in accordance with applicable standards, regulations and guidelines. Works with Department Heads, Commissions and other City staff to identify grant projects, descriptions, estimates, costs and determine scheduling.
     
    Coordinates, attends, and participates in City and other governmental meetings related to grant needs and applications. May address governing bodies including the City Council, local councils of government, state and federal officials. Works cooperatively and maintains liaison with governmental officials and agencies at the municipal, county, state, and federal levels.
     
    Supervises, coordinates and/or assists departments in preparation of requests for proposals and contracts relative to grants, in compliance with the City of Sierra Vista’s Procurement Code and applicable federal, state, and local laws and regulations. Reviews grant proposals and applications prepared by other City divisions for completeness, accuracy, and timeliness prior to submittal to the City Manager for approval. Directs and supervises the auditing, monitoring and scheduling of grant reports of various departments.
     
    Prepares financial and statistical reports for departments and management; maintains or assists in maintaining set of accounts, including subsidiary, general ledger, budgetary, and control accounts; records monthly entries and adjustments; assists in month-end and year-end closings; prepares reports relating to account status; ensures that bids are properly audited for compliance with City procedures and legal regulations; performs reconciliations.  Prepares the annual SEFA. Reviews monthly bank reconciliations.
     
    Coordinates financial activities for City departments, including revenue, accounting, reporting, and financial systems control; assists departments in preparing and submitting budget requests; prepares monthly grant reports for reimbursement; coordinates financial accounting information with outside agencies; performs internal audits to ensure that the City is following sound procedures.
     
    Fulfills City’s fiduciary responsibilities for outside agencies the City is the fiscal agent for.

    Knowledge of:

    Generally accepted accounting principles and practices.
    Accounting transaction practices and procedures and related federal, state, and local laws and regulations.
    State and federal laws, rules, and regulations regulating municipal finances.
    The availability of grants, grant applications, grant proposals and administration processes and procedures.
    The administration, principles and techniques of governmental budgeting, budgetary control, governmental accounting, monitoring and auditing.
    Fund raising principles and practices.

    Skill in:

    Reviewing and analyzing a variety of financial records and reports necessary to document the receipt, allocation, and distribution of funds in a government setting.
    Coordinating and reviewing work activities of other department staff.
    Analyzing financial systems, procedures, and controls.
    Administering grants and special projects.
    The ability to meet deadlines.
    Comprehending and making inferences from written material.
    Interpreting federal, state, and local government laws and regulations regarding grant contracts and administration.
    Communicating effectively, orally and in writing.
    Establishing and maintaining effective working relationships with a variety of staff, other governmental representatives, and the public.
    Operating a variety of office equipment.
    Qualifications:

    Accountant I:    Accountant I - $61,412 - $95,801

    Bachelor’s degree* with major course work in Finance, Accounting, or related field. 
    2 years professional accounting experience.

    Accountant II: 
     Accountant II - $70,969 - $106,450

    Masters degree* with major course work in Finance, Accounting, or related field. Two (2) years professional accounting experience OR a CPA in the State of Arizona or related professional certification.

    The City will accept applications from students currently enrolled in school.  
     
    For the Accountant I position requiring the bachelor’s degree.  Must be completed by May 30, 2024, and receipt of certified transcripts showing a “conferred date” received within 6 months of graduation.  
     
    For the Accountant II, requiring the master’s degree*. Must be completed by May 30, 2024. The employee would start at an Accountant I level and move to an Accountant II when certified transcripts with “conferred date” are received.

     
     
     *Degree must be from an institution accredited as recognized by the U.S Department of Education as indicated in the Database of Accredited Postsecondary Institutions and Programs.
