Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Monitors grantee management and disbursement of funds and reviews grantee programs for compliance with the terms of grants. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.   • The Grants Administrator will provide services to support the mission of the South and Central Asia Grants Team, U.S. Department of State’s Office of Press and Public Diplomacy, Bureau of South and Central Asian Affairs (SCA/PPD). The Grants Team manages a portfolio of grants and cooperative agreements in conjunction with the Public Affairs Sections in South and Central Asia.

    Primary/Major Duties and Responsibilities (Essential Functions):

    • Review new award packages for compliance with USG grant regulations and general feasibility of project implementation, and provide recommendation to supervisors regarding approval or necessary changes;
    • Advise Public Affairs Sections on grants management, including federal policies and regulations, through on-site and virtual support throughout the year
    • Draft standard operating procedures (SOPs), guidance, training materials, and technical requirements to support and inform PAS Grants Officers and Grants Officer Representatives
    • Provide information and guidance to Grants Officers and Grants Officer Representatives when federal awards and priorities to address poor performance, unexpected delays or circumstances, or policy changes
    • Create and deliver briefings and presentations to colleagues, managers, and high-level officials on grants management and federal assistance policies, including at regional huddles, trainings, and conferences, out briefings for Foreign Service Officers in SCA, and training sessions for staff on site at SCA posts;
    • Conduct domestic and international site visits to federal grant recipients, in partnership with the Grants Officers, Grant Officer Representatives, and Program Officers
    • Conduct research, collect data, and prepare reports or presentations on the grants portfolios for ad hoc projects and other stake- holders in Washington and in South and Central Asia, particularly the Office of the Inspector General (OIG) and Special Investigator General for Afghanistan Reconstruction (SIGAR)
    • Track submission of quarterly reports, and follow up with appropriate counterparts at Post when reports are missing or inadequate
    • Manage the SharePoint for the Office of Press and Public Diplomacy, ensuring all sites and documents are updated and available for use by Post colleagues
    • Work with Grants Officers, Grant Officer Representatives and Program Officers to facilitate coordination among SCA, the Embassy and grantees including setting up and organization of meetings among POs, GOs, GORs, and grantees

    Provide Grants Administration Support by:

    • Work with POs and GOs to ensure efficient and accurate communication with grantees
    • Assist POs and GOs in executing award actions including: facilitating grantees access to the required Database Systems and providing support for award file documentation and the award close-out process - Final/End of Project and Outcome Assessments
    • Assist Grants Officers and GORs in closing out awards and completing a final assessment based on a review of the recipient documentation and site visit reports to determine if the project met its objectives on time and within budget, what change(s) occurred as a result of the project, and best practices and lessons learned from project implementation
    • Training/Conference and Logistical Support
    • Develop and facilitate training sessions as needed and directed by the Program Office
    • Responsible for working with the relevant Program and Grant Officers to set up the venues and ensuring all of the supporting materials required for the trainings are put together based on information provided by the GO and sent to the venue

    REQUIRED QUALIFICATIONS AND EXPERIENCE:

    • Bachelor’s Degree with a minimum of five years of work experience in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.)
    • Skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds
    • Interpersonal skills and cultural awareness and sensitivity required to interact with a broad range of stakeholders.
    • Work both independently and with a team-oriented environment
    • Analytical mind, with strong attention to detail
    • Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround
    • Understanding of digital security practices desired but not required
    • Holds an active Secret Security Clearance
