Description

Prevailance is seeking an experienced, mission-focused professional to provide support to NAVNORTH as a Command Control (C2) Equipment Interface Subject Matter Expert (SME). The C2 SME will analyze current command, control, and communication systems and capabilities currently employed by Navy Security Forces (NSF) within Navy-controlled Fleet Concentration Areas (FCA). Other responsibilities include, but not limited to:

• Working in collaboration with SYSCOMs, TYCOMs, Regions, CNIC, and other subject matter experts as  required, the contractor will lead the assessment and evaluation of current gaps and seams in the AT command, control, and communication architecture
• Identify courses of action to achieve the required interoperability within the FCA and standardize the equipment and communication concepts in the AT battlespace at FCAs

The Ideal Candidate will have a thorough understanding of the Operational Level of War (OLW) and it's application to the protection functions across the afloat, ashore, and expeditionary operating environments. Ability to apply analytical techniques to diverse data sets referencing the identification of what constitutes protection readiness, Mission, Functions, and Tasks (MFTs), Required Operational Capability (ROC) and Projected Operational Environment (POE), Task Critical Assets (TCAs), and Defense Critical Infrastructure Protection (DCIP). Familiarity with Mission Assurance (MA) as it applies to the protection function is an expected strength. 

Travel may be required.

Requirements

• Ability to analyze data to inform and support decisions or process improvement
• Cognitive ability to analyze C2E data gathered and develop solutions or alternative methods of proceeding
• Process and analyze organizational behavior or processes
• Ability to build, test, validate, and reformulate C2E models to ensure accurate prediction of outcomes of interest
• Administrative skills to create graphs, charts, or other visualizations to convey the results of C2E data analyses

Preferred Qualifications

• Ability to coordinate and conduct planning groups and meetings to identify stakeholder C2E concerns and priorities for mitigating engagement
• Understanding of Root Cause Analysis (RCA) inputs, processes, outputs, and outcomes
• Ability to design and implement analysis guides and various instruments to C2E collect data. 
• Consult with key C2E to develop qualitative and quantitative assessment criteria tools for C2E application
• Administrative ability to Document findings of study and prepare recommendations for implementation of new systems, procedures, or organizational changes

Required Experience

• Minimum four (4) years of relevant experience in analysis and recognition of variances to Doctrine, Organization, Training, Material, Logistics, personnel, or Facilities as they apply to the Force Protection Program
• Demonstrated ability to identify and prioritize capability and capacity gaps and solutions within the afloat, ashore, and expeditionary operating environment
• Minimum four (4) years of relevant experience in analyzing and evaluating (on a quantitative and qualitative basis) the effectiveness the FP program operations in meeting established goals and objectives at various echelons

Desired

• Minimum three (3) years of relevant experience as an instructor or trainer in an advisory, evaluative/assessor role, or security expert is desirable
• Minimum one (1) year Defense Critical Infrastructure Program (DCIP), Critical Infrastructure Protection (CIP), Mission Assurance and Mission Decomposition

Education

Bachelor's Degree is required, OR four (4) years equivalency of analytical experience as a military officer 

or senior NCO is an acceptable substitute

Security Clearance

Must be able to obtain and maintain a SECRET security clearance.
