Job Duties:
Develop strategy and provide tactical direction to the HR team, with management and ownership for the Core HR/Payroll system, HR Portal, employee self-service center enabling technologies, reporting and security management
Analyze business requirements and determine hardware and software requirements to meet data management needs
Oversee the implementation and ongoing management of HRIS technology
Partner with the Information Technology team to effectively manage HR systems
Oversee the system reporting of all HR tools
Lead the planning and deployment of system upgrades, including the scheduling of key activities and communicating of system downtime to appropriate parties
Establish partnerships with 3rd party vendors to ensure effective service delivery
Develop and maintain awareness of HR data security and comply with policies and procedures set by the Information Technology department
Act in accordance with data security principles and enforce compliance in key areas, including system security and Safe Harbor
Research and provide recommendations to leadership on new technologies that could be utilized to improve system effectiveness and the customer experience
Perform special projects and related duties as assigned
Responsibilities related to the Employment Services position:
Set up administrative systems to help implement quality work
Ensure efficient coordination of administration, hiring, benefits, and payroll activities
Offer professional Human Resource advice to the organization, department managers, and staff. Present a case for certain courses of action and make a case to management for resources and support
Interpret employment laws, regulations, policies, and procedures for employees
Provide information and training to employees about their FRS options, notify employees entering and exiting DROP about options, and assist retirees with their retirement benefit options; providing training to the Benefits and Compliance Coordinator on all aspects of FRS
Communicate frequently and effectively with team members, leaders, staff, and faculty, both formally and informally
Keep abreast of development in the Human Resource field. Learn new systems, methods and processes
Minimum Qualifications:
Bachelor’s degree from an accredited university in Information Systems, Human Resources, Business, or related field
Demonstrated ability to develop and maintain 3rd party vendor relationships and contracts, and add input to relevant contract negotiations in partnership with procurement and legal as needed
5 years’ experience with HR Information Systems, including security and reporting tools
3 years’ experience in Human Resources managing employee service needs – employee relations, benefits, payroll, etc.
