Summary:
Under the direction of the Disabilities/Mental Health Services Manager, the Home Visitor provides support to parents for in-home instruction for families enrolled in the home-based option as well as a planning and implementing center-based group socialization activities to enhance school readiness experiences for parents and children (infants/toddlers). These experiences enhance the parents’ ability to fill the role of primary educator and nurturer of their child.
Assists in strengthening the families’ knowledge of health, nutrition and child development and is responsible for supporting families toward the fulfillment of their child's potential for intellectual, social, emotional, physiological growth and maturation; and supports parents in problem-solving and awareness of community resources. This position also consists of building positive relationships with parents and children and to act as a link between the family and the community.

MINIMUM EMPLOYMENT QUALIFICATIONS:
- Associate degree in Early Childhood Education, Child Development, social work, or related field.
- 12 semester units of Early Childhood Education or Child Development courses, including 3 semester units Supervised Field Experience in an Early Childhood Education setting
- Child Development Associate Teacher Permit from the Commission on Teacher Credentialing (CTC) OR the ability to obtain a permit within 90 days of employment.
- Experience working in early childhood education and parent support services preferred.
- Minimum of 3 semester units of Infant and Toddler Development courses.
KNOWLEDGE AND ABILITIES:
Knowledge of:
- Early childhood education, child development, anti-bias education;
- Local educational and community resources and their ability to be used in the classroom;
- Head Start Policies and Procedures preferred; and
- Local educational and community resources and their ability to be used in the home.
Ability to:
- Work well with young children;
- Work independently and as a team member;
- Explain Head Start program regulations to parents and support ongoing compliance with program requirements;
- Be proficient in oral and written communication in English language and interpret documents such as active supervision protocols, lesson plans, and standard operating procedure (SOP) manuals;
- Speak a second language in addition to English desired;
- Write routine reports and correspondence in English;
- Organize and complete work assignments to meet established deadlines;
- Speak effectively with children, parents, and other staff;
- Apply common sense understanding to carry out detailed but uninvolved written or oral instructions;
- Follow all mandated child abuse and neglect reporting procedures;
- Communicate with people of various educational, socioeconomic, and cultural backgrounds; and
- Establish and maintain effective, working relationships with children, parents, staff, and program specialists in a positive manner.
ESSENTIAL FUNCTIONS INCLUDE, BUT ARE NOT LIMITED TO:
- Recruit and enroll children/families;
- Conduct a survey of community, and interview families as needed for the program;
- Submit weekly Lesson plans, one week in advance, to Disabilities/Mental Health Services Manager for approval and feedback;
- Submit bi-weekly socialization lesson plans two weeks in advance to Disabilities/Mental Health Services Manager for approval and feedback;
- Prepare of enrollment forms and completion of all other required program documents; such as maintaining files in all the content areas such as Family Engagement, Health, Education, Mental Health, etc.;
- Work with other component staff in assessing family strengths and needs;
- Develop individual monthly Family Service Plan with the family in each content area to meet the identified needs;
- Introduce the family to community resources that will assist them with their needs (e.g., nutrition, health, psychological services, and social services);
- Develop weekly activity plans with individual families to assist them in obtaining the skills and confidence necessary to make the most of their role as the primary educator of their children;
- Encourage parents to be actively involved in group experiences with other parents as well as increase their involvement with their own family members (socialization);
- Conduct Socialization Classes at various sites for Home Base families;
- Prepare and submit appropriate AKA Head Start forms (e.g., Mileage Reimbursement, Monthly Attendance Reports, In-Kind documentation, and monthly HBO Calendar of Activities) in a timely manner;
- Assist in preparing children for transition from the Home Base program;
- Plan, implement and participate in socializations twice monthly;
- Maintain caseload of 10-12 families who are receive weekly home visits to each family home for at least 90 minutes weekly and attend two pre-planned socializations monthly; and
- Provide socializations/playgroups for children and families-served plans, implement and participate in socializations twice monthly.
PHYSICAL REQUIREMENTS:
- Good manual dexterity;
- Must have the ability to sit and stand for extended periods;
- Must have excellent speaking and hearing ability to hear and discern sounds;
- Specific vision abilities required include close vision, distance ability, color vision, peripheral vision, depth perception, and the ability to adjust focus;
- Must be able to input data using a computer terminal keyboard
- Observe and hear sounds of the environment for health and safety;
- Be able to walk, squat/kneel, sit on floor, see, hear, speak with children to ensure
Children’s health and safety; and move up to 25 pounds while moving and holding children.
