    This is an Open Career Service position for a Health Educator Consultant with the Department of Health in Lee County.


    This position is a Health Educator Consultant with the Florida Department of Health in Lee County WIC’s Breastfeeding Program. This position may serve clients that speak only Spanish, Creole, or other languages. It may require performance of interpreter duties, if bi-lingual, or implementation of the Department’s Limited English Proficiency Plan.


    DIRECT CLIENT SERVICES: Directly encourages and supports breastfeeding clients through individual contact, breastfeeding classes, and remote/telephone assistance. Serves as a Designated BreastFeeding Expert for agency taking client referrals for breastfeeding clients whose issues are beyond the scope of practice from other WIC staff Processes referrals for breast pumps, instructs clients on the use and maintenance of breast pumps, and follow-ups with clients using breast pumps per federal and state requirements. This position has authorized "need to know" access to confidential WIC client records and WIC program data system.


    ADMINISTRATIVE: Completes assigned administrative projects and reports in a timely fashion. Assists in development and implementation of Nutrition Program Plan Breastfeeding objective.


    COMMUNITY OUTREACH: Develops and implements referral process between WIC and local birthing hospitals to ensure timely follow-up post discharge. Participates with other outreach programs to increase breastfeeding promotion and support throughout the community.


    OTHER: Participates in ongoing breastfeeding education activities with local agency. Travel to other locations within Lee County may be involved in the performance of duties.

    • Skill in evaluating the breastfeeding dyad to help a client understand whether infants are effectively transferring milk from the breast
    • Skill in utilizing breastfeeding and pumping supplies
    • Ability to offer extensive support in complicated breastfeeding problems
    • Ability to support a breastfeeding parent
    • Ability to facilitate breastfeeding classes and support groups
    • Ability to operate general office equipment
    • Ability to follow office procedures & practices
    • Ability to organize & maintain filing systems
    • Ability to handle telephone calls in a courteous & effective manner
    • Ability to plan, organize & coordinate work assignments & communicate effectively verbally & in writing
    • Ability to establish & maintain effective working relationship with others
    • Ability to understand, interpret & apply applicable rules, regulations, policies & procedures
    • Ability to prioritize individual workload
    • Ability to frequently bend, kneel, reach, and sit or stand for long periods of time

    MINIMUM QUALIFICATIONS PREFERRED:

    • Bachelor's degree from an accredited college or university with a major in health education, community or public health; or bachelor's degree from an accredited college or university with a major in nursing, one of the biological sciences, education, public relations, communications or one of the behavioral sciences & one year of professional experience in providing health education services; or master's degree from an accredited college or university in nursing, one of the biological sciences, education, public relations, communications or one of the behavioral sciences can substitute for the required professional experience.
    • Current International Board-Certified Lactation Consultant credentials.

    Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):

    • Current International Board-Certified Lactation Consultant credentials.

    Other job-related requirements for this position:

    • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to threats involving any disaster or threat of disaster, man-made or natural.
    • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
    • Incumbent will have access to records containing social security numbers in the performance of job duties.
    • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.
    • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
    • This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10.
    • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.
