    Description:
    The purpose of this position is to develop, implement and manage the University's environment, health, safety, and emergency management programs in support of the University and departmental mission statement. This is accomplished through the prudent fiscal administration of university funds and assets, development of an Environmental Management System (EMS) based on best management practices, promote standard administrative procedures for health and safety and adhere to sound emergency management principles specific to the National Incident Management System (NIMS) Incident Command System (ICS). Responsible for coordinating TAMUCC Risk Management Insurance program to include but not limited to: windstorm coverage; campus flood insurance; property insurance; summer campus; student malpractice insurance, athletic insurance, procurement of insurance; and processing insurance claims. Responsible for assuring that environmental, health, safety and insurance programs are clearly identified and understood at all campus organizational levels. Advise the University senior administration, managers, and employees in matters related to proposed actions and the correction of violations or compliance discrepancies. This position reports to the Associate Vice President for Administrative Operations.

    Responsibilities:
    Enrvironmental Management: 20%

    Development of an Environmental Management System pursuant to TAMUS Environmental Policy 24.01.
    Oversee the University Hazardous Waste (Hazwaste) Management Program in accordance with the Resource Conservation and Recovery Act, ensure that employees receive the appropriate training, hazardous waste is disposed properly, in a timely manner, and reports are filed with the Texas Commission on Environmental Quality (TCEQ), and with the U. S. Environmental Protection Agency (EPA). Oversee the submittal of the annual hazardous materials TIER II report to the TCEQ.
    Provide support for the Storm Water Management Plan, as a Co-Permittee liaison with the City of Corpus Christi Storm Water Department, submit an Annual Report to the City of Corpus Christi and the TCEQ, attend relevant meetings pertaining to Storm Water, and coordinate with the campus to prepare for regulatory inspections. Liaison with the City of Corpus Christi Utility Department.
    Develop and maintain an EPA required Spill Prevention Control and Countermeasures plan designed to combat unauthorized releases of hydrocarbon products.
    Develop and maintain Texas General Land Office (TGLO) Facilities Response Plan for oil spills on the TGLO website, prepare the campus for an annual inspection and review of the Plan.
    Review campus environmental policy and facilitate environmental coordination with Federal, State, and local authorities.
    Develop environmental awareness among campus students, faculty and staff, and ensure an appropriate level of publicity and campus notifications relating to environmental activities.
    Evaluate the environmental concerns associated with proposed campus actions and ensure that these concerns are addressed in any decision-making process.

    Health: 15 %

    Maintain an employee occupational health program.
    Oversee the inspection and maintenance of the campus Automated External Defibrillator program.
    Oversee the identification, planning, programming, and tracking of completion of maintenance and improvement projects for the stormwater and wastewater collection and distribution system on campus.
    Oversee the identification, planning, programming, and tracking of the inspection, maintenance and improvement projects for the various backflow preventers including certification and annual recertification requirements.
    Oversee the identification, planning , programming, and execution to include inspection, maintenance and improvement projects for the various chemical vent hoods and rooftop exhaust vents campus wide.
    Maintain the Evac-U-Trac program for evacuating physically impaired persons from campus buildings.
    Manage the State mandated Hazard Communication Program and the Bloodborne Pathogen Control Program to include offering Hepatitis B vaccinations to the applicable TAMUCC employees.
    Maintain and oversee the Asbestos/Lead Paint Management Plan and deficiency corrective identification, planning, and programming for remediation.

    Safety: 15%

    Act as the Liaison to the State Fire Marshal; local municipal emergency organizations; and TAMU System related to Fire and Life Safety inspection findings.
    Oversee the routine and annual inspection and maintenance of all fire alarm and suppression systems campus-wide to include fire extinguisher recharging and replacement program.
    Schedule, monitor and assess the effectiveness of fire drills for campus buildings and respond to fire alarms assessment and initiate best practices, including housing.
    Maintain the laboratory safety program to include inspections, laboratory safety manual and applicable employee and student safety training.
    Oversee the identification, planning, programming, and tracking for inspection, maintenance and improvement projects for the various boilers and autoclaves to include certification and annual recertification program.
    Develop and maintain a university level Safety Manual.
    Ensure that students and employees receive relevant and required safety training.
    Oversee the identification, planning, programming, and tracking for inspection, maintenance, and improvement projects for the various elevators to include certification and annual recertification requirements.
    Maintain the University procedure for operating utility carts on campus.
    Coordinate the maintenance of general and specialized equipment used by the department by conducting preliminary diagnosis of problems; conduct a preventative maintenance schedule for equipment.
    Review and approve campus-wide Construction Site Safety Plans (CSSP).
    Act as the university supervising authority for controlling flights of Unmanned Aerial Systems (UAS) at TAMUCC.
    Oversee Student Safety Training ensuring the safety courses are provided and the process is monitored for student completion at the beginning of each semester.
    Review and approve the safety component for Student Organization fund raising projects.

    Emergency Management: 15%

    Assist in managing the University's Emergency Management Program pursuant to TAMUS Policy 34.07 Emergency Management, including monitoring weather during hurricane season, tornado and thunderstorm threats by watching for updates on StormGeo a commercial weather service and the National Weather Service during periods when tropical weather watches and warnings exist; communicate with Directors, Administration, and other departments concerning "Site Safety Plans" assist in decision-making process for emergency preparations; assist with coordination of recovery operations after a disaster
    Serve as the administrator for the StormGeo Service website.
    Develop and maintain the TAMUCC Hurricane/Tropical Storm Defense Plan, per University Procedure 34.07.99.C1.02.
    Develop and maintain the TAMUCC Emergency Management Plan per TAMUS policy 34.07 Emergency Management.
    Comply with the TAMUS schedule for the University Emergency Management Team participation in training exercises and drills, including but not limited to After Action Reporting and tracking of deficiency corrective actions.
    Liaison with the City of Corpus Christi Emergency Management Office and attend the Local Emergency Planning Committee meetings.
    Participate in the E,H&S 24/7/365 "On-Call-Rotation" For campus emergencies.

    Insurance: 15%

    Oversees and manages the commercially insured Risk Transfer Program.
    Oversee the evaluation of members requests for insurance and administration of insurance coverage which includes identifying liability exposures, soliciting insurance coverage for new policies and renewals, meeting underwriters' data requirements, and evaluating and negotiating coverage issues.
    Oversees the reviews by third party contracts and ensures coordination with contract administrators to ensure appropriate insurance indemnification provisions and established TAMU System compliance with contract requirements.

    Business Processes: 10%

    Provide senior leadership for the department and create and monitor the department's annual budget and related fiscal duties.
    Departmental approver for transactions made through FAMIS, Concur, AggieBuy (IslanderBuy) and Workday.
    Perform other duties as assigned.

    Committees and Councils: 10%

    University representative on the TAMUS Risk Management & Safety Council.
    Chair the University Safety Committee per TAMUS Risk Management Policy 24.01.
    Chair the University Environmental Council
    Member of the Institutional Animal Care and Use Committee (IACUC)
    Serves as university representative on all applicable committees
    Serve as called upon from time to time on TAMUCC and TAMUS committees and task forces when the skills and expertise of the Environmental Health and Safety, Director are considered beneficial.

    Qualifications:
    Bachelor's degree in Environmental Health and Safety or related discipline.
    Ten (10) years of related experience in environment, health, and safety.
    Additional education and experience may be considered as a substitution:
    High school diploma & fourteen (14) years of experience OR
    Associates degree & twelve (12) years of experience OR
    Bachelor's degree & ten (10) years of experience OR
    Master's degree & eight (8) years of experience
    Intermediate skills in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
    Knowledge of Federal, State and TAMUS environmental rules, regulations, and standards. Knowledge of OSHA and other health and safety regulations.
    Strong verbal and written communication skills to be able to multitask and work cooperatively with others.

    Preferred Qualifications:
    Master's Degree in an environment, health, safety, or science field.
    Certified Safety Professional or Certified Industrial Hygienist.
