Health Information Services Director directs and oversees all policies and procedures related to healthcare information management. The Health Information Services Director manages a departmental sub-function within a broader departmental function.     The State of New Hampshire, Department of Health and Human Services, Division of Public Health Services has a full time vacancy for Director.

    SUMMARY:

    Oversight, leadership, and direct management of the Division of Public Health Services for the Department of Health and Human Services. Duties include policy development, operational management and direction, budget development, legislative strategy, and strategic planning for state policy and programs related to the maintenance and improvement of the health of the population in New Hampshire.

    RESPONSIBILITIES:

    Leads the Division of Public Health Services to protect, promote and improve the health and wellness of all individuals in New Hampshire.

    Assures that the State Health Assessment and State Health Improvement Plan assesses and monitors population health status, factors that influence health, disparities among populations, emerging trends, and community needs and assets.

    Communicates effectively to inform other state agencies, national, state and local stakeholders, governing entities, the media and the public at large about the state’s public health, factors that influence it, and how to improve it.

    Collaborates with and assures that community members are engaged in the processes that assess and improve the health of populations through instruments such as strategic planning as well as state and regional health improvement plans.

    Assures that the Division uses modernized public health informatics, data analysis and epidemiology in developing, implementing, and improving evidence-based policies, programs, and services to demonstrate protection of and improvement in the population’s health.

    Assures a robust system for preventing, investigating, diagnosing, and responding to health problems and hazards affecting the population including chronic and infectious diseases, injury, and biological, chemical, nuclear, and radiological events.

    Assures implementation of effective public health systems and policies that enable equitable access to health care services and other supports needed to be healthy.

    Maintains an accredited, effective Public Health Laboratory that provides responsive, unbiased, quality laboratory testing to investigate and treat clinical and environmental health problems.

    Supports capacities and capabilities that accelerate state and local responses to public health emergencies.

    Leads continued organizational and public health system improvement with implementation of evaluation and performance standards. Advances policies and procedures that support accountability in business and contracting processes.

    Assures the development and retention of a diverse, skilled, resilient, and adaptable public health workforce to deliver the 10 Essential Public Health Services within the Division and statewide.

    Develops the biennial budget based on the demonstrated health needs of the community as well as the organizational needs of the Division; communicates budget needs and rationale to appropriate Department leadership and governing entities.

    Motivates personnel for the purpose of achieving program and organizational goals within the current and projected budget and staffing levels.

    Acts as the designee of the Commissioner as appropriate in representing the Division’s programs, initiatives, and responses.

    Develops and advises the Commissioner and senior executive staff on legislative policy initiatives.

    Establishes and fosters positive relationships with key external stakeholders such as community leaders, policy makers, local public health departments, regional public health networks and other community partners advancing public health initiatives.

    MINIMUM QUALIFICATIONS:

    The position requires graduate level of training in public health, medicine, public policy administration, business, education, or health care administration or Health Care Delivery Sciences, in an approved degree program such as an MPH, MPP, MPA, MSED, MD, DO, MBA, MHA or MHCDS.

    Eight to ten years’ experience in a field or occupation relevant to public health policy, health care administration, or public policy or government administration five years of which must have been in an executive level position involving duties concerned with program and policy development, management and administration, program planning and evaluation, business management or related management experience. Each additional year of approved work experience may be substituted for one year of required formal education at the graduate level only.
