    SCOPE:

    The Director of Emergency Medical Services and Operations reports to the Program Manager and will provide Mission Operations Support throughout the entire MSSI Program.

    The Director of Emergency Medical Services and Operations will be responsible for ensuring all program activities are implemented in a timely manner and will report activities as required. The Director of Emergency Medical Services and Operations will work directly with the PMO staff as well as program staff to ensure that all program management operations are handled in accordance with best practices. This includes communication and coordination within the PMO and providing guidance and maintaining communication with all for the daily operation of the program. The Director of Emergency Medical Services and Operations will emphasize close coordination, communications, and collaboration with the DoS officials in Iraq, the MSSI DSH, small DSHs, HUs, CONUS support and other relevant locations to ensure that responsive and reliable services are always delivered.

    The Director of Emergency Medical Services and Operations will manage day-to-day EMS operations, logistic and administrative functions to optimize overall service delivery. The Director of Emergency Medical Services and Operations is responsible for technical oversight over all assigned EMS, UDS and DS staff. The Director of Emergency Medical Services and Operations may also provide clinical services as an EMT-P. The Director of Emergency Medical Services and Operations monitors the skills, training and performance of all medics using the national standards currently in place.

    DUTIES AND RESPONSIBILITIES:

    Emergency Medical Services Responsibilities

    • Manages, counsels and mentors Paramedics throughout MSSI Theater
    • Responsible for overall operation and administration of medical transportation services for MSSI EMS; provide active and ongoing management of all facets of MSSI EMS program
    • Planning, organizing, coordinating, and evaluating the functioning of medical transportation services; arranging/conducting meetings between various agencies
    • Preparing, and presenting EMS assessments and recommendations on a periodic basis and as needed
    • Implement a clinical Quality Assurance/Quality Improvement system that can comprehensively examine and evaluate the quality of care provided by the EMS system
    • Ensure EMS PTO schedule maintain staffing coverage at all sites
    • Performs initial and annual skills evaluations for all MSSI paramedics with the assistance if the DS Trainer

    Urine Drug Screen responsibilities

    • Direct oversight of the DS UDS program
    • Supervises the UDS Admin

    Diplomatic Security Training Responsibilities

    • Oversight of and all training activities
    • Track employee certifications
    • Oversees validation, verification, and testing of all WPS Medic personnel
    • Mechanisms for remedial education, training, and certification/licensure/authorization review
    • Supervises the DS Trainer

    Mortuary Affairs Responsibilities

    • Oversees Mortuary Affairs tasks. Coordinates repatriation activities and provide guidance and communication with DOS, DOD, Coalition, and other contracting companies on behalf of CHS/Acuity.
    • Provides guidance to DOS and other contracting companies during the repatriation process.

    Operations Responsibilities

    • In the absence of the PM or DPM, will brief Contracting Officer (CO), CO Representative, DOS representatives and DOD as needed
    • Assist the OCONUS PMO staff with the ongoing activities associated with the base medical services contract
    • Assists with the managing of day-to-day activities and prioritizing tasks
    • Accomplishes staff results by communicating job expectations, planning, monitoring, appraising job results, coaching, counseling, disciplining employees.
    • Provide oversight of new employee orientation program for new CHS/Acuity MSSI employees upon their arrival OCONUS
    • Maintains quality service by enforcing quality and customer service standards, analyzing, and resolving quality and customer service problems, identifying trends and recommending system improvements
    • Maintain awareness of MSSI staffing and provide input and planning for foreseen deficiencies
    • Perform payroll duties in the absence of the BAM
    • Assist MSSI movement when needed

    Meetings

    • Attends various leadership meetings as the CHS/Acuity representative to coordinate effort with USG and other contracting agencies to ensure the operations at the site
    • Attends PMO meetings, and through employing operational knowledge, adds beneficial recommendation to advance the functioning of the program. i.e., weekly site lead meeting, MSSI sync meeting and quarterly corporate compliance meeting
    • Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems, and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements i.e., weekly MASCAL and Leadership meeting with the Role

    Reports

    • Prepares the IPR presentation for DOS
    • Develop a variety of reports as directed by management to convey information concisely to sites, CHS/Acuity management, CHS/Acuity headquarters, and DOS
    • Developing, coordinating, and enforcing company policies, procedures, and initiatives.
    • Consolidates key statistical information regarding medical operations and packages into a presentable format for the PM to brief to CHS/Acuity corporate headquarters and DOS, thus providing valuable data regarding CHS/Acuity operations over various periods of time.
    • Provides on-site inspections, written appraisals and recommendations, and operational guidance at PMO meetings for the coordination of CHS/Acuity site closures as requested by DOS
    • Provides oversight of daily SITREP updates and ensures corrections of deficits as noted by CHS/Acuity sites as noted on the SITREP
    • Attends and participates in a variety of meetings and task force groups to improve quality and outcomes, communicate issues, obtain approvals, resolve problems and maintain specific level of knowledge pertaining to new developments, new task efforts, and new policy requirements
    • Update HEDIS monthly
    • Prepares monthly reports for COR and ACOR
    • Other duties as assigned

    REQUIRED CERTIFICATION, QUALIFICATIONS, AND EXPERIENCE:

    • Must hold and maintain certification by the National Registry of Emergency Medical Technicians - Paramedic
    • Must hold and maintain a state Paramedic license
    • Must hold and maintain PHTLS/ITLS/TCCC, ACLS, BLS and PALS
    • Must hold current BLS, ACLS and PALS instructor certification with American Heart Association
    • PHTLS / TCCC / ITLS and EVOC instructor certification preferred
    • Minimum 5 years of experience as a Paramedic Supervisor or Field Training Officer
    • Minimum 10 years clinical and field experience with patient care experience within the last 6 months
    • Experience working in an austere environment.
    • Certified as a urine drug collector, instructor certification preferred
    • High School diploma, GED or equivalent education required.
    • Proficient in Microsoft Office applications (Outlook, PowerPoint, Excel, Teams)

    OTHER REQUIREMENTS:

    • Must have a valid, current U.S. Driver's License
    • Must have a current U.S. Passport
    • Must sign a CHS Foreign Service Agreement (FSA) and is bound to the terms and conditions of the FSA
    • Shall be proficient in the ability to speak, write and communicate in English.
    • Work hours are based on a 72-hr. work week; typically, six 12-hour days but other variations may apply
    • Requires a favorably adjudicated Moderate Risk Public Trust (MRPT) investigation conducted by the Department of State, Bureau of Diplomatic Security
    • Shall Attend a Foreign Affairs Counter Terrorism training course prior to deployment to Iraq for work on the MSSI-Iraq contract. Training may include Combat First Aid, Weapons Familiarization, Defensive Tactics/Driving, IED recognition, Surveillance Detection and Hostage Survival and Personnel Recovery
    • Shall demonstrate proficiency in the use of Microsoft Office, electronic medical record software

    PHYSICAL REQUIREMENTS:

    • Must be confirmed by a dental and medical examination to be "medically and dentally fit" in accordance with CHS requirements
    • Must be able to work wearing body armor and helmet
    • Must be able to lift a minimum of 100lbs to simulate lifting patient and ambulance stretchers
