Health Information Services Director directs and oversees all policies and procedures related to healthcare information management. Responsible for ensuring accuracy and efficiency in the medical records and transcription departments. Being a Health Information Services Director reviews processes and identifies areas for improvement taking into account user needs. May act as liaison between information services and technology department, ensuring that systems are accessible and in accordance with the needs of the organization. Additionally, Health Information Services Director ensures that all record keeping and information disbursement complies with HIPAA regulations. Requires a bachelor's degree in healthcare administration, a related field, or equivalent. Typically reports to senior management. The Health Information Services Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Health Information Services Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function. Director Information Technology - Business and Revenue Cycle Systems

    Summary:

    This position will have responsibility for the technologies leveraged in the Revenue Cycle space of the UNC Health Care System. Major portfolios include registration and scheduling, coding and health information management, physician and hospital billing, claims, and follow-up, self-pay receivable management, and post-acute and ambulatory surgical center revenue cycle services. Selected candidate will play a critical role in leading key projects to drive value through technology and automation across all revenue cycle products. Proven success leading transformational projects in the electronic medical record (EMR) space is required. Qualified candidates must have healthcare IT experience, success with large complex projects rollouts, superior written and verbal communication skills and experience managing vendor products and relationships. Ability to work with all levels of the user community including the C-Suite and in depth EMR product and domain experience is necessary with experience on the Epic EMR platform.


    Responsibilities:


    1. Communication - Effectively communicates expectations and responsibilities to subordinates. Actively listens and addresses issues and concerns promptly. Establishes a shared vision with employees.
    2. Compliance - Ensures compliance with health system and external accrediting agency guidelines and regulations. Develops, maintains, and ensures adherence to policies and procedures related to IT security/privacy.
    3. Customer Focus - Creates exceptional customer relations and maintains those relationships through continuing improvement efforts. Exhibits courtesy, cooperation, and respect towards customers.
    4. Leadership - Directs system-level operations, develops goals and objectives, and administers policies, procedures and processes as needed.
    5. Strategic Planning & Financial Awareness - Aligns system-level objectives with organizational strategic plans. Develops operating budget and capital requests. Monitors financial performance and adjusts resources to maximize profitability while maintaining exceptional quality and service.
    6. Technical Support Administration - Consults and provides technical support on technical aspects of contracts. Oversees project budgets once established and implements projects in accordance with established project plan.


    Qualifications

    Education Requirements:
    • Bachelor’s degree in Computer Science, Information Systems Management or related field (or equivalent combination of education, training and experience).
    Licensure/Certification Requirements:
    • No licensure or certification required.
    Professional Experience Requirements:
    • If a Bachelor's degree: Eight (8) years of related experience and five (5) years of progressive management experience.
    • If an Associate's degree: Twelve (12) years of related experience and five (5) years of progressive management experience.
    • If a High School diploma or GED: Sixteen (16) years of related experience and five (5) years of progressive management experience.
    Knowledge/Skills/and Abilities Requirements:
    • Understands and applies principles, procedures, requirements, regulations, and policies related to specialized expertise.
