  • Job Summary

    The Forestry Inspector is responsible for ensuring compliance with specifications, conducting job-site inspections, and evaluating tree trimming and removal work completed by contractors for a federal client along electrical transmission line rights-of-way in the states of South Dakota, North Dakota, Montana, Minnesota, Missouri, Iowa, and Nebraska. The successful candidate will have a strong focus on safety and adherence to industry forestry standards. The Forestry Inspector will provide services on an as-needed basis with the potential of overtime.


    Supervisory Responsibilities: None

    Job Classification: Part Time (Call-when-needed)

    Compensation: $32-$42 per hour


    Duties/Responsibilities

    • Conduct daily job-site inspections, documented with appropriate written reports, to determine if procedures and methods meet specifications requirements.

    • Evaluate contractor's performance regarding conformance with the specifications. If the contractor's work does not conform to the specifications, UGP State Maintenance Offices shall be notified promptly of such nonconformance.

    • Make clarifications to the technical specifications for the contract tree cutters provided no adjustment in contract price or time of performance is required.

    • Inspect work performed at to assure full compliance with tree cutting and removal specifications. The performance of inspection services shall not relieve the contract tree cutters of their responsibilities for performance of the work and for the safety of persons and property, and for compliance with all Federal, State, and local statutes, rules, regulations, and orders applicable to the conduct of the work.

    • Assure full compliance by the contract tree cutters with the latest revision of Western’s Power System Safety Manual (PSSM) with particular emphasis on Equipment and Motor Vehicle Safety; Field and Shop Safety; Job Hazard Analysis; Personal Protective Equipment; Switching and Operational Requirements; Personal Protective Grounding; Fall Protection; Special Work Permits; and Minimum Approach Distances for Non-Electrical and Electrical Workers.

    • Assure full compliance by the contract tree cutter with the latest revision of Chapter 11 of Western’s Power System Maintenance Manual. “Trimming and Felling of Trees and Brush Near Power Lines”.

    • Inspection of tools and equipment furnished by the contractor in accordance with Western’s tree cutting and felling contract.

    • Preparation and submittal to the UGP State Maintenance Offices recommendations concerning delays and other matters affecting the tree felling and cutting contract.

    • Confers with UGP State Maintenance Offices concerning problems encountered during tree cutting and felling activities. Attends all meetings with the tree cutting contractor to discuss and clarify principal specification issues, the requirements of the tree cutting contract concerning scheduling of the work, quality control, progress reporting, safety measures, and environmental site protection.

    • Reviews site tree cutting and removal status and progress and makes recommendations to UGP State Maintenance Offices relative to most practical methods of accomplishing desired results.

    • By inspecting and observing the work, notes and decides upon such matters as suitability of day-to-day activities, adequacy of contractor equipment, practicability of operation, reasonableness of schedules and estimates, adequacy of contractor's work procedures, etc.

    • Personally inspects portions of the work in progress and recommends acceptance or rejection of work accomplished by the contractor.

    • Maintains records and verifies that contractor's quantities are accurate for work accomplished and billings submitted.

    • The inspector shall maintain and submit to UGP State Maintenance Offices a weekly report and other reports as required. These reports shall include the following minimum information:

    • Number of men on the job.

    • Description of work accomplished.

    • Any instruction to the contractor (who, what, where, when, and why).

    • Contractor's safety.

    • Length of contractor's shift.

    • A detailed record of labor, materials, and equipment for an extra work item or potential claims.

    • Provides information and recommendations to UGP State Maintenance Offices for negotiating the terms and provisions of contract modifications with the contractor.

    • Assures that the contractor enforces the safety requirements in the contract.

    • Performs spot labor checks.

    Required Skills and Abilities

    • Ability to travel to work sites in the states of South Dakota, North Dakota, Montana, Minnesota, Missouri, Iowa, Nebraska. Approved milage will be reimbursed at the Federal GSA rate.


    Education and Experience

    • Required: Minimum of 5 years' experience tree cutting and felling activities in addition to having successfully completed formalized training on tree cutting and felling techniques and practices.

    • Required: Minimum of 5 years' work experience with high voltage transmission line maintenance activities (115-kV thru 345-kV).

    • Required: Demonstrated experience of applicable OSHA Safety Standards and accepted utility industry standards/practices pertaining to transmission line maintenance activities and tree cutting/felling.

    • Required: High school diploma

    • Required: Must possess a valid driver’s license.


    Physical Requirements

    • Prolonged periods sitting at a desk and working on a computer.

    • Ability to drive to work sites within a multi-state area.

    • Ability to walk for moderate distances on varying road-side terrains and uneven surfaces in all weather conditions.

    • Must be able to lift up to 30 pounds at times.


    Pre-employment Requirements:
