    JOB SUMMARY:

    Performs a variety of inspections; compliance, complaint, investigations, and public education regarding public health nuisances; On-site Sewage Facilities (OSSF), Retail Food Establishments, swimming pools, land use, polluting, dumping and related environmental complaints and violations on public and private properties to assure and enforce compliance with the Texas Health and Safety Code and local Fort Bend County Order.  Participates in planning of programs, policies or objectives for own work group and department.

    Responsibilities

    • Conducts investigations regarding complaints received concerning illegal operations to public health, OSSF, and neighborhood nuisance violations; Conduct routine, complaint and annual inspections of permitted Food Service Establishments and Public Swimming Pools. Plan reviews for OSSF, Food Establishments, and/or Public Swimming Pools.  
    • Determines validity of violations based on evidence found, processes notice of violations, conducts follow up or compliance inspections and oversees abatement of violations.  Issues citations, notices, or abatements as necessary.
    • Approves, issues, denies, or suspends retail food establishment permits administered through the department; Investigates and follows up on food recalls and investigation of food borne illness or disease, emergency situations, temporary food permits and illegal food operators.
    • Prepares and mails Notice of Violations or citations to property owners or other violators for possible legal action.
    • Prepares and maintains detailed reports, inspection forms and related correspondence of the documentation of field notes, photographs, samples, and evidence. 
    • Writes clear, concise and legally defensible statements of deficiencies based on analysis of the documented findings.
    • Research property ownership using tax rolls, maps, court records and other investigating techniques for possible legal enforcement.
    • Prepares and files all citations or court cases for legal action for non-contracts, failing to authorize repairs.  Represents the department with testimony in court.
    • Consults and advises property owners and operators of conditions, requirements and potential legal actions for non-corrected violations; Responds to and provides direct assistance to incoming telephone calls and in-person requests from the public, offenders, and staff members; Provides assistance on active cases as needed.
    • Inspects, investigates reports and enforces health laws governing operation of septic sewage faculties, retail food service, childcare, mobile vendors, rest homes, care homes, requested inspection swimming pools, schools and public neighborhood nuisances.  Provides consultation and service education classes.
    • Assists co-workers with their duties, both in the office and fieldwork, to include emergencies and enforcement where a code officer may be required.  Utilizes data entry program and completes hand written detailed reports.
    • Participates in activities and duties related to emergency management during a local state of disaster as directed by appropriate county managers.

    Qualifications

    • High School Diploma/GED.  Bachelor’s Degree preferred.
    • 1-year job related experience preferred.
    • Knowledge of Health and Safety Codes and Texas Environmental Laws. 
    • Good computer and typing skills.
    • Good verbal and written communication skills, interpersonal skills and ability to deal effectively with others. 
    • Good organizational skills and ability to prioritize work and complete assigned tasks within deadline. 
    • State of Texas Code Enforcement Officer Certification or Texas Code Enforcement Officer in training preferred but not required; TCEQ Designated Representative Certification (D.R.) preferred (D.R. must be obtained within 6 months of employment). 
    • Bilingual (Spanish) preferred. 
    • May be required to work weekends and be on-call. 
    • Must keep current with required federal, state, and local laws and regulations regarding department operations.

     

    SALARY RANGE: $22.07 - $27.59 hourly based on qualifications
