Provisional Opportunity:
Candidates do not need to be employed by New York State in order to be eligible for provisional appointment to this position and may apply if they are interested. In order to be eligible for a provisional appointment, candidates must have a bachelor’s degree and seven years of administrative experience in capital planning and operations in a large organization. Two years of this experience must have included capital planning and project management experience and must have been at a managerial level.
A large organization is defined as an agency, facility, region, or group of facilities over an aggregate of 250,000 square feet; or with an average capital investment total equal to or exceeding $1,000,000.
A master’s degree in business, public administration, or hospital administration may substitute for one year of the general experience.
Candidates appointed provisionally must take the next Civil Service examination for this title and their score must be reachable on the resulting eligible list before they can be permanently appointed. Candidates who do not pass the examination or do not achieve a reachable score may not be retained in the title. At this time, a date for the Director Capital Operations examination has not been announced.
DUTIES DESCRIPTION:
The Office of Mental Health (OMH) is recruiting to fill a Director Capital Operations, M-4, position in the Administrative Support Services Group (ASSG). This position will provide critical leadership and administrative oversight to effectively and efficiently implement the Capital Program requirements of the agency. ASSG supervises and manages OMH’s capital planning and construction program, and provides direct technical assistance for physical plant operations and maintenance at 22 psychiatric centers and 2 research institutes statewide. Specific duties to be performed may include, but are not limited to, the following:
Chair project status meetings to complete periodic reviews of all capital projects underway with project management staff, OMH facility representatives, the Office of General Services (OGS) and the Dormitory Authority of the State of New York (DASNY) to provide direction and guidance to solve scheduling, finance, and quality control concerns. Assure implementation of projects to maintain Joint Commission accreditation.
Oversee the annual capital budget development. Review project scopes, estimates, and justifications. Prioritize statewide capital needs. Present recommended capital budget to Senior Agency staff. Submit capital budget to the Division of Budget.
Complete annual Department of Environmental Conservation (DEC) Audit and coordinate resources for correction of identified deficiencies. Coordinate Agency-wide activities to facilities regulatory compliance with planter operations and construction projects: air permit, storm water permit, fuel tank registrations, DEC program fee payments, asbestos and hazardous materials handling, etc.
Serve as a management representative to various union health and safety committees. Respond to regulatory enforcement actions in coordination with OMH Office of Counsel.
Oversee the statewide campus planning committee. Determine long term capital needs, maintain agency construction standards, and patient safety standards.
Represent the Agency for all capital related issues with outside control agencies.
In coordination with the Director of ASSG, oversee direct staff of 35 and extended staff of over 150 in the performance of their daily duties.
The nature of the Capital Program requires accessibility 24/7 to handle capital emergency events at the psychiatric centers.
