    Duties include, but are not limited to:

    • Serving to effectively carry out day-to-day nursing and medical operations of the clinic, such as teleretinal, telehealth, istat
    • Providing general phlebotomy/nursing support work in the care and treatment given to patients in the outpatient setting throughout the medical facility
    • Maintaining a daily phlebotomy schedule for one or more hospital outpatient teamlets
    • Responsible for identifying incomplete patient information and communicating findings to providers to facilitate' accurate workload credit and revenue collection
    • Securing patients' confidence and cooperation during procedures
    • Recognizing deviations in patient's condition and taking appropriate action
    • Assisting with clinic access contingency plans by adjusting appointment times, location, or dates as well as shift patients to other health care providers as conflict with staffing and/or coverage occurs
    • Supporting patient safety standards through correct identification of all patients through use of two forms of identification, VA picture ID card and full Social Security number
    • Validating and updating patient information through Pre-Registration options during all interactions with the patient, either in person during check-in or via telephone
    • Playing a significant role in determining the perceptions Veterans have concerning quality of VA Health Care Services and of their individual treatment by VA Health Care providers
    • Assisting patients, visitors and others requesting information, guidance or referral for special assistance
    • Primary responsibility as phlebotomist
    • Position has a 50/50 function working in both nursing support and phlebotomist capacities
    • Responsible for patient care procedures such as collection of specimens, that the patient is accurately identified, and specimen correctly and accurately labeled from that identification, that specimens are properly processed through handling and distribution to proper clinical department, that workload is logged and work area/phlebotomy equipment is clean and in a state of readiness at all times
    • Using Department of Veterans Affairs prescribed safety precautions, aseptic techniques and proper disposal methods
    • Performing a variety of administrative functions associated with patient care and treatment in one of several clinics performing a variety of medical services
    Work Schedule: Fulltime, Monday thru Friday 8:00 a.m. to 4:30 p.m. or 7:30 a.m. to 4:00 p.m.

    Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Incumbent may carry and lift light items weighing less than 15 pounds.

    Health Technician GS-06 requires the Individual Occupational Requirement be met.
    Individual Occupational Requirement
    Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.

    GS-06 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: effective communication skills and interpersonal relations, both written and verbal; must be able to effectively interact with diverse groups of internal and external customers at all levels with differing educational, environmental, cultural and ethnic backgrounds; assisting patients, visitors and others requesting information, guidance or referral for special assistance; ability to comprehend and explain numerous hospital policies and procedures in order to communicate correct information to visitors, patients and other departments; possessing a working knowledge of clinic processes and services to function in and interact with various clinics throughout the hospital; knowledge of quality assurance/performance improvement principals and is responsible for ensuring these administrative functions are carried out in the performance of their duties; knowledgeable of Joint Commission for the Accreditation of Hospital Organizations requirements specific to the job, such as patients' rights, emergency preparedness, information security, ethical conduct, and environment of care and knowledge of clinic procedures and regulations; intermediate medical terminology knowledge and skill in operating computer systems and software.

    There is no educational substitution for the GS-06 level.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
