OverviewThe IT Senior Telecommunications Provisioner is responsible for the coordination, analysis and administration of telecom billing processes and best practices. This role coordinates, validates and administers telecom billing demand for the entire organization, and ensures appropriate month end, payment and related vendor activities are completed. For the purpose of this document, Telecom billing includes voice and data carrier circuits, conferencing services, cellphones, and pagers.
This position supports Assistant Director of Technology with Telecom best practices. This position is designed to create and continuously improve the departmental business processes that support streamlined processes, cost control, visibility on senior reporting, process efficiencies and financial stewardship.
Will be Onsite: Cedar Rapids, IA or Des Moines, IA.

Responsibilities- Provision voice and data circuits based on requirements provided by technical resources.
- Serves and the primary UnityPoint Health point-of-contact for all telecom vendors/carriers and manages ongoing vendor/carrier relationships.
- Manage corporate cell phone accounts (including moves, adds & changes), payments, recharges & monthly optimization reports
- Manage corporate pagers (including moves, add & changes), payments, recharge reports for finance
- Manage corporate conferencing accounts (including initial set up and terminations), monthly billing, recharge reports for finance
- Collect, manage and sustain all Telecom billing information in excel and outside software as needed
- o Provide monthly Affiliate Summary Reports on costs of these services
- o Streamline the Telecommunications Billing process
- o Audit all Telecommunications’ bills to ensure proper contractual pricing and services are functioning as provisioned.
- Create and revise current order process; provide instructions to managers on the new process
- Basic training on cell phone equipment and cell phone applications
- Basic training for Service Center on how to troubleshoot issues & escalate
- Work as a funnel of IT and external vendors in the Telecom space for provisioning, invoicing, data requirements, information gathering, knowledge transfers, etc.
- Develop and manage value added metrics
- Provide periodic reporting and data analysis to IT management
- Ensure consistent metric compilation between IT and Telecom activities
- Understand available metrics for Senior Management reporting
- Integrated balances metric reporting, working in conjunction with stakeholder teams
- Performs other duties as requested by supervisor to facilitate the smooth and effective operations of the department.
- Maintains regular and consistent attendance at work.

QualificationsEducation:
- Bachelor’s degree or equivalent work experience is desired. Equivalent work experience will be accepted only if previous experience applies to specific work in the client device technology field.
Experiece:
- Strong negotiation and research skills Preferred minimum 8-10 years’ experience with telecom billing support and analysis.
- Excellent communication, planning, and organizational skills.
- Effective interpersonal skills.
- Deep experience with consumer devices.
- Ability to understand and deal effectively with problems and opportunities, which arise in a complex multiprocessing environment.
- Understands computer system functionality, limitations, and architecture of supported applications and platforms.
- Ability to work as a team member, creating and maintaining effective working relationships.
- Ability to understand and apply guidelines, policies, and procedures.
