Health and Safety Administrator is responsible for identifying hazardous workplace conditions. Takes samples and measurements of hazardous materials, and coordinates the removal of physical, biological and chemical hazards. Being a Health and Safety Administrator trains employees on safety, company policies and procedures, and regulations pertaining to employee safety. Ensures compliance with all applicable federal and state health and safety regulations and ensures necessary records are maintained and prepared according to established guidelines. Additionally, Health and Safety Administrator participates in Occupational Safety and Health Administration (OSHA) inspections, providing inspectors with appropriate documents and identifying safety measures. Typically requires a bachelor's degree in area of specialty. Typically reports to a supervisor. To be a Health and Safety Administrator typically requires 0-2 years of related experience.     Job Overview:

    This position assumes responsibility for supporting a comprehensive environmental, health and safety program at multiple inpatient, outpatient and support facility locations. This position also evaluates, identifies, plans, coordinates, and leads system-wide and entity-based employee/patient safety activities. This position actively communicates and works closely with identified internal/ external customers, regulatory inspectors and emergency event teams. Travel is required to rural communities.

     

    Safety Officer is Occupational Safety and Health Specialist. For SEARHC, the Safety Officer manages day-to-day functions, as directed by the Director of Safety, associated with the overall SEARHC Safety Program.

     

    Salary: $31.16-$39.61 per hour, DOE

    Responsibilities:

    • Conducts regulatory compliance surveillance and tracks mitigation within inpatient, outpatient and support facilities. Is a regulatory compliance liaison during inspections and investigations. Remains current with regulations.
    • Performs employee injury investigation, injury event analysis with recommendations and communication to stakeholders, reporting of trends, and compliance to loss control targets. Conducts routine and ad hoc EH&S surveillance both in general and focused studies. Determines risk for exposure of harm/potential harm in response to identified opportunities. Assists in the determination of the level of containment/control required for: immediate harm, risk for harm in current process and future potential for harm. Analyzes findings and trends, formulates mitigation recommendations for administrative decision making. Conducts post mitigation audits insuring consistent and sustainable risk and loss Conducts investigation, surveillance and the coordination of resources for industrial hygiene concerns, hazardous materials and waste management, hazardous or potentially hazardous spill management, environmental permit management, construction/renovation/maintenance safety risk, and other material/event related risks. Maintains training and certifications appropriate to these events and participation in ICS activation. Prepare and process reports and administrative records.
    • Assist in design and implementation of the SEARHC emergency management and response Plan, organize, coordinate, and conduct emergency preparedness drills SEARHC facilities. Ensure that drills are conducted in accordance with regulatory requirements and accreditation guidelines.
    • Participate in development and implementation of community-wide emergency response including attending planning meetings and participating in drills.
    • Participants in the development and implementation of standardized EH&S practices at system and facility levels. Assists with development and implementation of the Environmental Safety Management Plan, Hazardous Materials Management Plan and employee safety activities.
    • Provide staff orientation and in-service training in general safety, fire safety, radiation protection, occupational safety and health, emergency preparedness, and other related environmental and occupational health programs.
    • May be required to go in to areas in of the facility not normally visited by other employees such as attics and crawl spaces while potentially wearing a respirator/PPE.

    Qualifications:

    Education

    • Bachelor of Science or eight years of experience in a Safety or Occupational Health related field (ex. Safety & Security, Environmental Health, inspection related activities, compliance related roles, etc.).
    • Major in safety or occupational health fields (safety, occupational health, industrial hygiene, environmental health) is preferred.

     

    Experience

    • Experience is preferred in implementing safety and occupational health program elements, standards, regulations, practices, and procedures to eliminate or control potential hazards.
    • Work experience is preferred in inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards.
    • Experience in healthcare is preferred.

     

    License/Certification

    • Must have a valid driver's license and remain insurable under the SEARHC automobile insurance policy.
    • Current certification in NIMS 100, 200, 300, 400, 700, 800 or the ability to obtain within 3 months of hire and maintain on a regular basis.

    Knowledge:

    • Knowledge of environmental health, safety, and security management techniques including the hierarchy of controls.
    • Knowledge of regulatory/accreditation criteria and the ability to research/interpret requirements.

    Skills:

    • Highly developed problem solving skills.
    • Skill in developing, implementing, and evaluating program objectives.
    • Skill in conducting safety and security related investigations, corrective action development, and follow-through.

    Abilities:

    • Ability to establish and maintain effective working relationships with co-workers, and external contacts.
    • Demonstrated excellence in interpersonal and written communication skills.
    • Ability to interpret technical matters and present them appropriately to various audiences.
    • Requires ability to perform complex statistical analysis
    • Ability to walk extensively on uneven terrain or slippery surfaces. Ability to work while bending, stooping, or reaching.  Ability to lift up to 30 lbs.
    • Ability to operate a personal computer utilizing a variety of software applications.
