    POSITION PURPOSE

    Reporting to the Director of Facilities Services and under general direction, the Manager of Environmental Health & Safety provides leadership, plans, develops, implements, administers, directs, evaluates and maintains programs necessary to ensure a safe and healthful environment for faculty, staff, students, and visitors. This also includes, but not limited to emergency management, fire life safety, and related programs to protect Whitman College against losses. Ensures that the College operations are in compliance with applicable codes and regulations. Serves as the Chemical Hygiene Officer, Safety Officer and related roles for the College.

    PRINCIPAL ACCOUNTABILITIES
    • Plan, develop and implement campus wide health and safety programs, including:
      • Recognizing and eliminating biological, chemical, physical, radiological, and environmental health and safety hazards throughout the College's laboratories, offices, buildings, grounds, shops, storage, and construction sites.
      • Maintaining responsibility for the use and safe handling of toxic materials and systems, including material classification, waste profiling, manifesting, and compliant shipment documentation.
      • Managing and oversight of handling, transportation, storage and documentation of all hazardous waste produced from campus operations and academic departments.
      • Manage the Occupational Health and Safety program as it relates to work with animals in consultation with the Institutional Animal Care Committee.
      • Facilitating regulatory compliance and permitting, and interpreting standards, codes, and regulations issued by relevant federal and state agencies, local and granting authorities. Reporting status and variations. Ensuring that all regulatory documentation is current and that reports and notifications are filed in a timely manner.
      • Recommending appropriate safety/waste management procedures and corrective actions in line with established best practices and in compliance with regulatory requirements.
      • Developing and coordinating training and audits related to occupational health, biosafety, chemical safety, fire safety, emergency management and/or hazardous or infectious waste handling.
      • Comfortable in presenting and delivering information to large and varied technical level audiences.
      • Conducting risk assessments and audits, reviewing research protocols, monitoring industrial hygiene, and managing workplace inspections to eliminate, minimize and control existing and potential hazards, and to ensure compliance with regulatory requirements.
      • Serving as the Right to Know Officer, maintaining safety data sheets and all other materials meeting the federal and state hazard communication standards
      • Developing and implementing programs to maintain a safe working environment.
      • Acting as a liaison with external compliance agencies on environmental health and safety issues; serve as the liaison with local fire district, law enforcement, and other crisis response agencies; facilitating and supporting the Campus Emergency Response Plan.
      • Closely monitoring all investigations and follow up work related to work accidents, injuries, and near-miss incidents to determine root causes and contributing factors and make recommendations of actions necessary to prevent repetition.
      • Managing environmental and safety issues related to construction and renovations.
      • Consulting to all areas of the campus on safety and health issues; offering technical guidance regarding equipment, facilities, and work practices; advising on the acquisition of safety related tools, materials, and equipment.
      • Responding to emergencies, and conducting investigations of safety incidents occurring in the labs and other locations at the College.
      • Preparing regular reports to the Administration; maintaining related records and safety databases.
      • Regularly assessing levels of risk associated with College programs and activities; implementing policies and procedures to mitigate risk, such as developing safety protocols, conducting training, and obtaining waiver forms, as appropriate.
      • Supporting the oversight of the College's Drivers Orientation Program.
      • Supervising the Safety Coordinator, other staff, and student workers.



    2. General Administration:
    • Provide leadership by demonstrating commitment to the goals and policies of the College.
    • Develop and maintain productive and responsive communication with the campus community.
    • Exhibit commitment to effective management of financial resources.
    • Prepare annual budget requests, monitor department budget.
    • Participate in professional organizations related to areas of responsibility.
    • Administer Workers Compensation claims, maintain records of claims.



    3. Other duties as assigned by supervisor.

    KNOWLEDGE, SKILLS, AND ABILITIES

    Knowledge of:
    • Applicable local, state, federal laws, regulations, guidelines and standards regarding environmental management, occupational safety and fire life safety;
    • Occupational Safety, Industrial Hygiene, Emergency Preparedness and Response, Environmental Health, Environmental Management, and Risk Management best practices;
    • EHS industry standards and best management practices in higher education, including field training;
    • Basic Emergency Management Principles (e.g. Standardized Emergency Management System, National Incident Management System, and Incident Command System) and Emergency Operations Center functions;
    • General budget and accounting procedures;
    • Supervisory principles;
    • Continuous Quality Improvement principles and best program management practices and methods;
    • Construction and support project management of capital projects, renovations and improvement, especially in areas of safety, abatement (e.g. asbestos, lead based paint, mold), OSHA Contractor Safety Notification and environmental compliance;
    • Industrial hygiene principles and implementation including the use or ability to learn the function of common direct reading instruments.
    • Maintaining responsibility for the use and safe handling of toxic materials and systems, including material classification, waste profiling, manifesting, and compliant shipment documentation.
    • Developing and coordinating training and audits related to occupational health, biosafety, chemical safety and/or hazardous or infectious waste handling.



    Skill in:
    • Wide range of software programs, especially database applications, including spreadsheets, report and presentation applications, on a high technical level;
    • Understanding and analyzing complex documents, reports, codes and regulations;
    • Conducting risk assessments and audits, reviewing research protocols, monitoring industrial hygiene, and managing workplace inspections to eliminate, minimize and control existing and potential hazards, and to ensure compliance with regulatory requirements.
    • Working cooperatively with and motivating College employees on all levels and backgrounds.



    Able to:
    • Learn new concepts, techniques, regulations, certifications as required;
    • Promote a culture of sustainability in terms of the environment, the economy, and social equity;
    • Work with diverse academic, cultural, and ethnic backgrounds of students, faculty and staff.



    MINIMUM REQUIREMENTS
    • Bachelor's Degree in Physical/Life Science, Occupational Safety, Environmental Health, Industrial Hygiene, Health Sciences or related field.
    • Six (6) years of progressively responsible related experience working in one or more of the EHS disciplines, including four (4) years of supervisory experience.
    • Must have a Washington Driver's License, or be able to obtain license within 90 days of hire.


    PREFFERED QUALIFICATIONS
    • Master's Degree in Physical/Life Science, Occupational Safety, Environmental Science/Health, Industrial Hygiene, Health Sciences or related field.
    • Work experience in higher education, research, K-12 or health care.
    • Professional License or Certification in one or more of the following: ARM, CSP, CIH, CHMM, REHS.


    WORK ENVIRONMENT AND PHYSICAL REQUIRMENTS

    Work environment is primarily inside Whitman facilities and sometimes outside, both of which may include working in high places. This position may be exposed to dirt, dust and equipment solutions as well as potentially hazardous conditions, noise, and extreme temperatures. Work requires the use of personal protective equipment (e.g. respirators). Physical skill and sustained physical effort may be required for some of the EH&S responsibilities. Job requires moderate strength and agility and typically requires balancing, bending, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping and repetitive motions. Lifting and carrying materials weighing up to 50 pounds occurs with varied frequency.
