  • Software Engineering is the central King County software development arm of King County Department of Information Technology (KCIT) and is responsible for setting software architecture and direction as well as the development, upgrade and maintenance of major software systems. The Software Engineering team is looking for a Senior Software Engineer to join the BHRD Technical Team supporting the application development and data integration needs of the Department of Community and Human Services (DCHS) Behavioral Health and Recovery Division (BHRD). As a team member your primary responsibility will be to develop SQL solutions supporting the X12 electronic data interchange (EDI) processing system used for billing and eligibility. The system receives inbound healthcare transactions from ~70 trading partners and sends outbound transactions to ~20 trading partners with a total volume of ~30 million records per year.
     
    As a member of the BHRD technical team you will support BHRD’s mission of providing services and supports to individuals, families, and communities affected by mental illness and/or substance abuse or chemical dependence. In 2022 over 60,000 low-income individuals benefited from programs managed by the Behavioral Health and Recovery Division of King County.     • Help design relational databases to store and process business data
    • Develop complex T-SQL queries, stored procedures and functions to work with healthcare billing and eligibility data
    • Design and develop software solutions in a high-level business language such as C#, Python or JavaScript
    • Collaborate with internal and external customers to identify requirements and deliver high quality EDI integrations that are efficient, scalable and maintainable
    • Analyze, design, develop, test, troubleshoot, optimize, enhance and maintain EDI transaction maps and related business processes for healthcare transactions including 834, 835, 837P, 837I, 277, 999, proprietary file formats
    • Create and maintain operational, configuration, procedural, and other documentation 
    • Work with analysts to onboard new payers and providers to the King County system
    • Generate routine and ad hoc reports for internal and external customers
    • Coordinate and test EDI batch, Realtime, CAQH Core and API feeds with external vendors 
    • Maintain and protect sensitive data (HIPAA, CJIS)  
    • Other duties as assigned
    SQL Server database design and programming experience (5 or more years of professional experience)
    OR
    SQL Server database design and programming experience (2 or more years of professional experience) and EDI X12 technical knowledge
    OR
    SQL Server database design and programming experience (2 or more years of professional experience) and experience with healthcare billing/revenue cycle

    Desired Qualifications
    • Experience with C#, Python, JavaScript 
    • Scripting experience – Windows and Linux
    • Experience with Azure DevOps
    • Experience with agile development methodologies
    • Experience working with commercial healthcare insurers 
    • Experience working with Availity or other EDI clearinghouses
    • Experience with 270/271/277/834/835/837P/837I EDI file formats
    • Experience with IBM Sterling B2B Integrator or other ETL/B2B/EDI translators
    • ICD-10 familiarity
    • Familiarity with HL7 standards
    Telecommuting Work
    The work associated with this position will be performed through telecommuting complimented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

    Work Schedule
    This position is exempt from the provisions of the Fair Labor Standards Act and not overtime-eligible. Employees are paid on a bi-weekly schedule, every other Thursday, comprising a 40-hour workweek,
     Monday through Friday, 8:00 a.m. to 5:00 p.m. Alternative work schedules may be considered.
