JOB DESCRIPTION
Job Summary:
The Director of Housing Choice manages the Housing Choice Voucher (HCV), Homeownership, Veterans Affairs Supportive Housing (VASH) and other Housing Choice programs and the Housing and Eligibility Analysts performing advanced work in determining eligibility and continued eligibility in Housing Choice programs.
Essential functions:
- Provides guidance to Housing and Eligibility Analysts on state and federal regulations for program implementation
- Reviews, develops, and approves procedures
- Performs internal audits of cases to ensure compliance with Housing and Urban Development (HUD) regulations and to prepare for HUD audits
- Works with the VP of Housing Choice to monitor compliance with HUD's Section 8 Management Assessment Program (SEMAP) performance requirements
- Performs studies and analysis of funding, participants, and procedures to develop new procedures to serve the needs of clients
- Advises the VP of Housing Choice as well as other agency personnel of research findings on programs
- Develops and updates the Administrative Plan for the HCV program which details the regulations and policies that govern the programs
- Works with the VP or Housing Choice in preparing Annual Plan and Five-Year Plan for the HCV department
- Works with the VP of Housing Choice and Finance department to develop the annual department budget
- Prepares grant applications for relevant funding opportunities
- Prepares monthly department reports for Board of Commissioners
- Conducts Landlord Seminars and HCV briefings
- Designs and updates briefing packets and presentations
- Works with software provider on maintaining Landlord Portal, database updates, and resolving software issues
- Represents the HCV program's position during informal reviews and hearings regarding termination of assistance and/or adverse actions against a client or applicant
- Maintains outgoing portability billing for East Baton Rouge Parish Housing Authority’s (EBRPHA) voucher holders that use their assistance at other Housing Authorities (HA)
- Ensures that other HA’s are paid correctly and timely and that the EBRPHA is promptly reimbursed for any monies owed
- Maintains billing files for outgoing portability clients
- Meets with state, local, and federal officials as well as various non-profit organizations on assigned programs
- Represents the agency with HUD
- Advises state and federal agencies on needs during a disaster
- Analyzes data and prepares reports on program usage and standards of quality
Supervisory responsibilities:
- Provides guidance to staff on state and federal regulations for program implementation
- Trains staff on certification processes and program requirements, housing software, customer service, and general clerical duties
- Reviews and approves time and leave reports for assigned staff
- Conducts periodic staff meetings
- Responsible for reviewing work standards and productivity guidelines
- Makes recommendations of pay, status, and classification for subordinate staff
- Responsible for disciplinary process including investigations and written determinations/actions
- Participate in pre-employment interviews and make hiring recommendations as needed
- Works with the Vice President of Housing Choice in PES planning and evaluations of staff

Requirements
Required education and experience
- Five years of experience in property management, housing programs, case management, social services or tenant relations, two years of which must have been in housing management.
- Will be required to receive certification in HCV Program Management and Executive Management from Nan McKay (NMA) or equivalent within 18 months of employment.
