    JOB SUMMARY

    The Housing Coordinator performs advanced analysis of technical data and major project work in planning and general administration of U.S. Department of Housing and Urban Development (HUD) programs. This is a position involving assisting in the management and oversight of HUD programs, specifically the HOME Investment Partnership Program (HOME) & HOME American Rescue Plan (HARP). The candidate will also be responsible for the provision of technical assistance to subrecipient and grant applicants, program and project management / financial record keeping, and monitoring of grantee performance. Will also be responsible for the facilitation of the public participation process and presentations on all HUD HOME, HARP and housing programs administered by the city. This position reports directly to the Housing Manager.

    KEY FUNCTIONS/KNOWLEDGE/SKILLS:
    • Performs various general grant administration functions related to the HOME, HOME ARP and housing programs such as:
      • Ensures accurate and timely preparation of grant budgets and reports for various audiences.
      • Creates and maintains appropriate spreadsheets and documentation to support grant expenses.
      • Works with appropriate agency / departments to gather data for reports and ensure that proper records are maintained.
      • Performs ongoing monitoring of grant program goals and monthly performance status.
      • Communicates relevant grant information with agency / departments and all appropriate internal and external users.
      • Reviews and research for specification of legal requirements, federal procurement, and state regulations.
      • Conducts periodic review of grant-funded activities to ensure regulatory compliance, provides guidance on grant management best practices to staff and management.
      • Provides technical support, information, and guidance on HOME and HOME ARP contract compliance issues.
      • Prepares comprehensive reports detailing project progress.
      • Oversees approved grants by tracking program progress and expenditures and ensures compliance with all grant requirements.
      • Assist with contracts and relationships with subrecipients. Provides technical support to subrecipients and agencies. Performs ongoing monitoring to subrecipient.
      • Assist with the HOME federal grant that involves housing and redevelopment initiatives; oversees required community involvement, prepares planning documents and contracts; completes applications and funding allocation documents; and performs ongoing budgeting and monitoring of federally funded activities.
      • Prepares audit reports, documents audit findings, recommendations, and processes.
    • Reviews practices, identify potential risks, maintain regulatory knowledge and updates internal policies to ensure compliance with Federal, State and City policies and regulations.
    • Assists with the planning and development of the Consolidated Plan for Housing and Community Development, the Annual Action Plan, and the Consolidated Annual Performance and Evaluation Report (CAPER).
    • Performs related tasks as necessary.

    Education and Experience

    Bachelor’s degree plus one year of experience, or high school graduation or GED plus five years of experience.

    Special Certifications and License

    Valid Texas Driver’s License.

    Physical Demands

    Office job with little or occasional light physical effort.

    Responsible for use of equipment/property such as office equipment, supplies, etc., which are used in office.
